In today's world of competition,the competition is the economy,is the competition of science and technology,but also the competition of talents.The high-tech development level of a country or region and high skill talented pers on is the important guarantee of its economic development,is the world economy increasingly competitive today,the key of their core competitiveness.As the key to economic development,the high skill talented person value is no longer just about wages,pay more attention to is a enterprise,and the nation's development space and development potential,to high-tech research and development level and the cultivation of their incentives.Therefore,research on the training and incentive mechanism of high-skilled talents in regional economic development,the promotion enterprise's core competence has important significance.In quanzhou as the research object,on the basis of reviewed the related literature at home and abroad,summarizes the high skill talented p erson's concept,summarizes the high skill talented person solid professional knowledge and practical experience of richness,species diversity and evaluation criterion of dynamic characteristics.On the analysis of the quanzhou region enterprise management is not standard,the high skill talented person respected enough easy to cause the loss of skilled talents,such as the management of the status quo,on the basis of summarizing the different social period,the cultivation of high-skilled talents in different countries.The author through the consult literature and analyzing the quanzhou most enterprise of high skill talent management,training and incentive mechanism,outstanding enterprises at home and abroad and referring to the cultivation of high-skilled talent incentive schemes,in view of the quanzhou city management and training of skilled personnel put forward the following Suggestions:One is that the government should attach great importance to the value guide of high-skilled talents,certainly the value of skilled personnel;2 it is importance to quanzhou vocational colleges for the cultivation of the ability of skilled talents,through increasing education investment,improve the software and hardware facilities,the campus education teaching mod el reform of higher vocational colleges,the vocational colleges become the cradle of cultivating high-skilled talents;Three is to improve the small and medium-sized enterprises of quanzhou city high-skilled talents incentive system,flexible job content d esign,perfect performance appraisal system,etc.;Four is to encourage university and enterprise union school,training high-skilled talents together.In terms of high-skilled talents incentive,quanzhou enterprises should give full play to the incentive effect of the material already,also should attach importance to the nonphysical means in the process of incentive status,through the material satisfaction and spiritual meet two kinds of means to improve the job satisfaction of skilled personnel and profes sional sense of belonging,and then have the purpose of retention.
