With the rapid development of economy and high technology, talents have become the most important and scarce resource. If an enterprise wants to develop, it must solve the problem of talents’introduction, training and development first. And the key to solve the problem is to inspire. Among those methods of inspiring, the emotional incentive plays more and more important role in human resource management. Because emotional incentive affects the staffs ability to play directly and ultimately relates to the development of employees and overall enterprise. Emotional incentive can have a strong effect on a person’s psychological and behavior. Different methods of emotional incentive in different occasions can produce different effects. Adopting effective emotional incentive means to stimulate the staffs enthusiasm and creativity and enhance staffs loyalty to the enterprises, thereby enabling enterprises to compete in a favorable position. But many enterprises have not set up the emotional incentive mechanism reasonably so that it doesn’t work well. Therefore, only if enterprises choose the scientific incentive mechanism can emotional incentive have energetically effect on practice.This paper, analyzing from outside to inside, at first, researches domestic and international emotional incentive in existence and then carries on the induction and classification. The second, it takes the emotional incentive mechanism of Shandong New Oriental Science and technology Vocational College as the research object, combines the theory with practice and analyzes the present situation of emotional incentive mechanism of Shandong New Oriental Science and technology Vocational College and then finds the main problems and reasons of its mechanism. After that, based on these occasions, it puts forward some countermeasures. Furthermore, through the emotional incentive for all aspects of the analysis, this paper proposes the specifically implementary methods of emotional incentive in school management. From the emotional incentive implementary key factors, this thesis puts forward three stages to inspire staff:attract talents, retain talents, develop talents and then rationally argues some problems and specific methods should be aware of when inspires the group of teachers. Finally, the author investigated the effect on school administration and found that the effect was apparent after the emotional incentive mechanism reform. This emotional incentive mechanism lays good foundations for the long term development of school.
