Public participation literacy is the basic knowledge,value cognition,stable participation character possessed by subjects of public participation as well as the their influencing ability on public affairs.Ideological and political course in high school has unique advantage in cultivating public participation literacy when compared with other subjects.Distinctive social characteristics of ideological and political course are good for guiding students to set up understanding of public participation.Life and practice characteristics of topic content are good for providing vivid template of public participation to students.Extensively comprehensive characteristics in related fields are good for expanding the scope of participation experience for students.The open characteristics of teaching process are good for students to use the learnt knowledge flexibly.Consciousness of knowledge of public participation,public participation,virtue of public participation and ability of public participation are the basic contents of cultivation of public participation literacy of ideological and political curriculum.The cultivation of ideological and political curriculum for public participation literacy should take inspiration for internal participation demand of students and self-efficacy of participation attaining as dynamic mechanism and seize three key factors of participation experience,participation cognition and participation behavior.At present,shortages and problems exist in cognition situation of public participation knowledge,formation situation of public participation consciousness,cultivation situation of public participation virtue as well as practice situation of public participation behavior in the cultivation of public participation literacy of ideological and political curriculum in high school.The main reasons include backward teaching philosophy of teachers,separation between teaching content and reality,serious test oriented tendency of classroom teaching and lacking of related activity curriculums etc.For the cultivation of public participation literacy of ideological and political curriculum,first,it needs to reform subject teaching idea to support the generation of public participation literacy;based on this,optimize subject curriculum to play the advantages of ideological and political teaching and seek for school governance to construct experience field for public participation.At the same time,it needs to strengthen interaction between activity curriculum and public field and promote public participation behavior in reality.
