In China, due to a variety of factors, high-quality education resources gathered to developed areas, while in the relative backward Midwest regions, Teachers flow fast, Lacking of great education personnel, Uneven distribution of educational resources has seriously affected the overall quality of education and educational equity. In this context, the State Council decided to implement the Tuition-Free Teachers Education in the Ministry of Education’s six Teachers College in2007.The policy is intended to create a strong atmosphere of respecting for teachers, enhance teachers’professional loyalty, cultivate outstanding teachers and educators and guide high quality educational resources to configurate to the Midwest regions, improve our basic education and education fair. However, if this policy can obtain good effect, it depends on whether Tuition-Free Normal college students approve the initiatives or not, and whether they have a high degree of professional identity and professional enthusiasm.In this paper, I take a combination of theoretical research and empirical research,and analyze the problems, causes, countermeasures of Tuition-Free Normal college students in Professional ethics, the thesis consists of four parts.In the first Part, I analyse the Connotation and importance of Tuition-Free Normal college students’Professional ethics, the Professional ethics is the teacher occupation moral quality and realm which formed in the process of social practice and self transformation.It has outstanding significance for implementing the original intention of the policy, promoting fairness in education, and strengthening basic education.In the second part, I conduct a research to the occupation moral literacy status of Tuition-Free Normal college students and discover the following positive performances by the questionnaire survey and individual interviews:Most Tuition-Free Normal college students identity the importance of teacher occupation and teachers’professional moral; most are willing to be steadfast in the rural education. But there are some problems, including:there exists utilitarian tendency in occupation motive; occupation belief is not strong enough; part of the Tuition-Free Normal college students lack of learning motivation.In the third part, I discuss the reason for problems of Tuition-Free Normal college students’Professional ethics from the angle of the Policy, school moral education, social environment and the status of free normal students. I find the following reasons:The policy itself is not mature enough; school moral education’s failure to meet the needs of students in primary and secondary schools; misleading of social utilitarian value orientation; part of the Tuition-Free Normal college students lack of mature view of occupation value.In the fourth part, aimed at the problems and reasons, I put forward the following countermeasures:perfect the policy of Tuition-Free Normal college students to express humanistic concern; pay attention to Tuition-Free Normal college students’ main demand and innovate school occupation moral education; further improve the treatment of primary and secondary school teachers to create the atmosphere of respecting teachers; Mass media play a positive role to guide the students to establish a sense of dedication; Tuition-Free Normal college students improve training and establish a sense of dedication.
