With the investigation and elaboration of the related problems,this paper analyzes and expounds the problems and causes of the reform of educational resources allocation,and provides suggestions for the balanced allocation of primary education resources at the county level.The This paper reveals the typical problems of teachers in the rural primary school education,and analyzes the causes of its emergence hoping to provide a useful reference and reference for the construction of rural grassroots teachers in the region and even in Shandong province,and provide the basis for the administration of the education sector,to contribute to the policy for the development of education in the region,in order to further improve the local rural primary school teachers in the allocation of rationality,improve the rural primary education teachers to build a theoretical system to provide a reference.Recently,the basic rural education investment of Liaocheng City continues to increase.In 2015,public finance education expenditure is 6.200 billion yuan,ranked 11 th in the province,public finance education expenditure accounted for 17.59% of the expenditure of public finance budget,ranked the province 16,public finance education expenditure increased by 13.16% over the previous year,ranked 5 in the province.However,with the provisions of the new curriculum requirements,improve the balanced development of county education resources there is a certain gap.The main performance is not the following aspects: the structure of rural basic education teachers is unreasonable;teachers' professional skills and lack of discipline knowledge;school work environment is poor and poor treatment;small space of teachers' own development of,there are many problems.Analysis of the reasons for the above problems,mainly for the teacher's promotion mechanism is not perfect,lack of incentive mechanism,the management can not be recruited from the beginning to improve the unreasonable structure of teachers step by step,teachers can not be trained and improved well purposefully.The survey results show that improving the overall quality of primary school teachersin rural areas and improving the level of grassroots teachers should start from two aspects:First,we should strengthen the training of rural primary school teachers in continuing education and training.The existing continuing education is mainly to help teachers to obtain a higher level of education,whether as a teacher training of educational institutions,education authorities or teachers to participate in training,generally as a task and work to complete,rather than through Learning or training to achieve the ability to improve teaching,improve the level of educational theory,access to more relevant knowledge purposes,to improve the practical teaching ability of the role of little.Secondly,the problem of poor treatment of rural teachers at the grassroots level must be paid enough attention to the local government.Rural primary school teachers with less preparation,students,resulting in a small number of teachers,school pressure,education and teaching environment is relatively poor,and teachers of low wages,can not get other aspects of fair treatment.This is the education authorities and the whole society for the rural grassroots teachers of the unfair treatment of local government for the primary level of primary education to be improved.In recent years,although the rural primary school teachers in Liaocheng City,a significant increase in wages,but with the city around the city compared to rural grassroots teachers wages are still lagging behind.If we can not really raise the salaries of primary teachers,it is difficult to improve the rural grassroots teachers uneven structure of the status,to improve the level of education and teaching improvement can not be mentioned.Nowadays,the new curriculum reform and the implementation of improving the level of primary and secondary school principals in the province,indulging into some steps to deepen the "county management hiring" management reform,in order to achieve balanced development of county compulsory education coverage which provide a new opportunity for Liaocheng education reform.Local policy and education authorities should seize the opportunity of reform,improve the rural grassroots primary school teachers team structure,improve the training effect,so that to improve the overall quality of the rural grassroots teachers.However,to realize the equalization of compulsory education needs the local government and the financial sector to give strong support to make the reform not only tohave policy support,but also the need the financial as a strong backing to build a good policy for rural primary school teachers.Education Policy and financial security are the basis for promoting the benign construction of rural primary school teachers.
