Education is last for generations.Basic public education services,the chief function of government public service,is the key to the change of service-oriented government functions,the cornerstone of national revitalization and social progress.The "Twelfth Five-Year Plan" period which is the time of Chinese comprehensive construction of Well-off society.The State Council and Ministry of Education put forward the development strategy of " Rejuvenate the country through science and education " and a series of objectives and requirements.However,nowadays the basic public education service still have some contradictions which is the supply of educational resources to the quality-diverse demand of the people,educational service capacity to economic and social development needs,educational governance mechanism to educational modernization and so on.In view of this,Central and local government put forward that performance management,improve investment income,optimize the investment structure and other development requirements.So,in this context,the evaluation and research of the basic public education service efficiency of the local government in Chongqing has a great reference value for the construction and development of service-oriented government during the " Thirteen Five-Year Plan" period and the scientific demonstration of educational policyBased on the new public management and educational policy performance theory,this paper use DEA and Malmquist model to analyze the basic public education service,the nine-year compulsory education service provided by the government,of Chongqing during the "Twelfth Five-Year Plan" period.In this paper,the empirical study is on the static and dynamic efficiency of educational resources investment and efficiency output,which in a view of city macro level,five functional areas medium level,county micro level and timing level.This paper analyzes the efficiency of 2015 is that: Chongqing comprehensive efficiency is insufficient.The comprehensive efficiency of the five functional areas and counties is significantly different which main factor is pure technical efficiency.Urban development new district,urbanization and population loading zone,which education scale is insufficient.Chongqing Southeast areas of economically underdeveloped,which scale of efficiency increases,need to increase the scale of education.On the other side,the "Twelfth Five-Year Plan" dynamic efficiency aspect: the comprehensive efficiency changes of the whole city,the five functional areas and counties all go down in the five years period.Timing on the "wave" and ineffective development trending.The direct impact of comprehensive efficiency is the lack of training and informatization of education.According to the redundant input and inadequate production of the basic public education service observed,combined with literature analysis and research interviews,this paper sum up the mainly influencing factors of efficiency are:resource allocation rationality,resource supply and demand matching,management system coordination,capacity of technological progress.Make recommendations are: explore the adequate education public policy to enhance the performance of resource allocation,build the responsive education public policy to improve the financial security mechanism,establish the binding education public policy to complete the construction of system and management,promote learning education public policy to enhance the capacity of development.
