| Localized and rooted teacher education program has been considered as an important way to improve the weak schools,cultivate and retain excellent rural teachers by more and more Chinese and American teacher education researchers and practitioners.From 2006 and then,China’s Hunan,Jiangxi,Chongqing and other provinces have implemented the rural free normal students orientation training program,and achieved good results as the rural areas adding a large number of outstanding teachers,but still facing the problems,for example training goal is not enough refinement,the course content is not reasonable,students lack of professionalism,the teaching methods is improper and students lack of teaching practice and other issues.The teacher education program of “Golden Apple Scholar of Illinois Program” in America has been carried out for nearly 30 years and has achieved good results.It has a lot of similar places as to Hunan and other provinces and cities’ s rural public orientation teacher training program.This article takes the actual situation of the implementation of rural free normal students orientation training program in Hunan Province,and takes "Golden Apple Scholars Program" as the object of study,and strives to provide inspiration to improve the provinces and cities in China’s rural public education orientation teacher training program.The article include 6 parts.The introduction part elaborates the reason of this research,analyzes the current situation of related research at home and abroad,defines the related concepts,expounds the relevant theoretical basis,and expatiates the design of this research.The purpose of this study is to provide enlightenment for improving the provinces and cities in China’s rural public education orientation teacher training program.The research contents include the development process,design,operation,characteristics,reference analysis,enlightenment and Reference of the "Golden Apple Scholar Program".The theoretical basis of the study includes the theory of educationalequity,the theory of teacher education integration and the teacher’s practical knowledge.Research methods include comparative law,literature law,case law.The order of the study begin with its development process,elaborating its design and implementation process,and then analyzing the characteristics and reference,and finally putting forward suggestions to improve the rural public welfare orientation teacher training program.The text consists of five parts:The first part of the "Golden Apple Scholars Program" is divided into start-up period,the development period and maturity period by its enrollment number to have a overall grasp of the "Golden Apple Scholars Program" historical development.The number of enrollment growth is slow in start-up period,and maintaining steady growth in the development period while increasing rapidly in the mature period.The second part describes the design of the "Golden Apple Scholar Program" from the aspects of cultivating idea,cultivating goal,cultivating task,cultivating content,cultivating path,cultivating method,cultivating organization and cultivating security.The idea of the "Golden Apple Scholars Program" is that every student deserves excellent teacher guidance to achieve the basic academic goals and embody the fairness of education.The goal is to focus on the recruitment and development of excellent teachers and to enable them to improve Students’ academic performance,and enhance the fair competitiveness of students.The training task is to recruit and train outstanding teachers in Illinois,especially the multi-teachers and bilingual teachers;The content includes teaching and learning knowledge,subject knowledge and practical knowledge,especially focusing on the practical knowledge of the weak schools which traditional teacher training programs always lack of.The path includes high school student program and pathway program to maximize the absorption of talents to participate in the program.It is adopted by the pre-service post-service integration method.Its participation institutions include the Golden Apple Education Institute,"Golden Apple Scholar" alumni relations committee and cooperative institutions.Funding is an important guarantee for the implementation of the program.The third part is the dynamic description of the preparation stage,the operation stage and the effect evaluation stage.The main task of the preparation phase is to recruit the appropriate "golden apple scholar";the operational phase refers to the use of preservice post-service integration approach to cultivate "golden apple scholar",its pre-service training,including summer institute provided by "Golden Apple" foundation,and learning provided by cooperative institutions,post-training refers to the "Golden Apple Scholar" getting coaching in the University and the first five years when working with "Golden Apple Award" teachers and other continuous guidance.The "Golden Apple Scholars Program" has produced good results,including the development of excellent teachers,improving teacher retention,improving student achievement,cultivating a large number of minority teachers,helping a large number of poor students to complete their studies,and taking the beneficiaries of "Golden Apple Scholars Program" Student participating in the program and so on.The fourth part analyzes the characteristics of the "Golden Apple Scholar Program",including the pursuit of educational fairness and the goal of orientation,the innovation of the training task and the cultivation of content;the diversification of training path and the integration and specialization of training methods;the co-operation of the organizati on and the adequacy of the training.The fifth part of the "Golden Apple Scholars Program" can be used for reference analysis,including the common aspirations of teachers and students in China and the United States,such as the pursuit of education fair,recruiting a wide range of teachers,increasing the weak school teaching practical knowledge,attaining teacher education integration,seeking professional guidance for excellent teachers and so on;Chinese and American teacher education project are with homogeneity,such as high quality students,The orientation of the culture,,training path diversification,training institutions to cooperate with each other,adequate training and so on;"Golden Apple Scholars Program" has a general theoretical support,including the theory of educational equity,teacher education integration theory and teachers’ practical knowledge.The sixth part is the enlightenment part,the "Golden Apple Scholar Program" gives revelation for the provinces and cities in China’s rural public welfare orientation teacher training program,including the incorporation of educational equity in the curriculum;recruiting minority teachers with the same proportion of ethnic minority students;paying attention to acquisition of the high-need school teachers’ practical knowledge;excellent teachers monthly visit new teachers for professional classroom guidance. |
