Along with the popularization of higher education in the advancement of our higher fields, higher education in China has entered the popular stage. In recent years, along with the depth and quality of education in the basic education reform forward, the entire basic education system for teachers needs to focus on improving the quality of type change from the traditional number of need-based. The knowledge structure of the teaching staff, the level of education and teaching skills, teacher’s quality requirements are required to improve. Free Teachers policy is a demonstration measure of national respect for teachers, reflecting the national education, especially attaching great importance to teacher education, the focus on the quality of teachers. It is an important measure of government, government policies to attract highly qualified personnel working in the education, emphasis on basic education development, fair realization of the importance of education.Free pay normal students education is an integrated teachers cultivating and higher education reform, integrating teachers cultivating and the future of rural regeneration and the construction of teachers as a whole, but also sets ethics cultivating, teachers develop specialized quality, normal students practice teaching skills enhance as an integrated project. It largely depends on the pilot universities’ cultivating program to achieve the major strategic significance of the free policy. In view of the particularity of free education for students training, pilot institutions must change their philosophy of education, update teacher training model to improve the teacher training system.Firstly, from the free education for students in the general sense to train the structure of the program, the paper pointed out that the culture of the training program: Training objectives, curriculum and training model. And further analysis of the basic characteristics of the relationship between the three dimensions, as well as free education for students training program. Third to the fifth, six Normal Schools Free Normal training program conducted a separate analysis and inspection from the three dimensions of the respective training objectives, curriculum, and training mode. They foster the process of training objectives and positioning, the proportion of different types of curriculum and teacher education training mode there is a big difference and pending improvements in the curriculum.
