University teachers include professors and teachers who have not obtained the title of professor.They are stakeholders in University Governance.They have the right to participate in the affairs of university governance,to safeguard their own interests.Their participation can promote the scientific and democratic decision making in university governance,and improve the modernization level of University governance.The “Outline of the national medium and long term education reform and development plan”point out to realize the modernization of education in 2020.The “overall plan of promoting the world first-class university and the construction of the first class disciplines ”(2015)shows that we should promote the construction of the world first-class university and the first-class discipline,and build a higher level of higher education.If we do not realize the effective participation of university teachers in university governance,we can not achieve the modernization of university governance,and we will not be able to achieve these two goals.At the beginning of the founding of our country,the University became a subsidiary of the government.Then the university is fully controlled by the government.With the development of the times,more and more attention has been paid to the decentralization of government power and the realization of the autonomy of University as that is the essential demand of University and academic development.At present,China's universities have basically established a system that,under the leadership of the Party committee,the principal is responsible for the administrative work.The University's independent power gradually increased.However,in the University,the traditional bureaucratic management led to the University's “administrative”problem is still very serious,and as an important part of the university governance participation-the situation of university teachers involved is worrying.Therefore,this study focuses on University Teachers' participation in University governance,exploring the provisions of the national and school policy texts for the participation of University teachers,and through the questionnaire survey to study the present situation of S University Teachers' participation.In the legal level of national policy,although there is a certain guarantee for university teachers' participation rights,on the whole,the University Teachers' participation in university governance rights is very small,and lack of guarantee for the implementation of the rules and measures.In the S University Charter,the provisions of the participation of university teachers are mainly the copy of the national legal policy,lacking of deepening and refinement of the implementation measures,which can not effectively protect the right to participate in the implementation of University teachers.We found in the survey of S University Teachers' participation in school governance that S university's teachers have inherent demands for participation in university governance,but because of system,ways and their participation awareness and abilities,they did not participate in the University governance effectively.This paper puts forward some countermeasures for the problems existing in the legal policy and the questionnaire survey.To improve the legal and policy system,to give college teachers more and more clearly involved in the right.Constructing the balanced relationship between the government and the University,realizing the University's autonomy.The university should deepen the law,construct the participation mechanism and organization;should also strengthen the propaganda of public opinion,and the university teachers should improve their ability and participation consciousness.
