Reasearch On The Problem And Countermeasure Of The Telent Introduction For JinJiang City

As the First Rescource,human rescource is the prime driving force of economic and social development.It is clearly stated in the report of Eighteenth National Congress of the Communist Party of China that widening channels to attract talents is important for advancing the cause of the Party and people.General Secretary Xi Jinping once said that we should establish a talent system with global competitiveness during the Symposium of Intellectuals.Faced with the incresing downward pressure,many cities are seeking for innovation and breakthrough to boost development.And it is talents that are regarded as an effective prospelling force.Targeted at Jinjiang's policies on talents introduction,this article puts forward exisiting problems and suggestions throught many researches and analyses,.The autor picks Schultz' s Human Capital Theory,Maslow's Hierachy of Needs and the Market Failure Model as the core theories of this article.Relied on thorough researches on Jinjiang's practice in talents introduciton,the article makes a conclusion and poses some existing problems,such as weak judegement in needs of talents,limited emphasis on policy enforcement,unsatisfying city systematic construction,imperfect policies system,low efficiency in talents researches and development and imperfect public service security system,etc.By learning from practices of America,France,Japan,Shanghai and Shenzhen,etc,this article has pointed out measurement covering 5 fields,including refinement of needs,optimization mechanism,innovation to promote efficiency,innovation to promote service and carrying out major talents projects.
