Zhengzhou City has a unique “location + hub” advantage,which not only lays a strong foundation for Zhengzhou's rapid economic and social development,but also provides a great opportunity for the introduction of high-level talents in Zhengzhou.On the whole,the introduction of new policies for the introduction of talents in Zhengzhou City has caused widespread concern in the province and even in all parts of the country.It has indeed attracted a large number of multi-faceted and multi-level talents.However,for the moment,Zhengzhou's talent introduction still remains.In the development stage,talent mobility is relatively large.Therefore,“how to attract talents more effectively,use talents well,retain talents,and effectively promote the role of talents in promoting Zhengzhou's economy faster and better development” has become an important issue that the current government,enterprises and other related institutions need to solve.Through reviewing the literature and field research methods,this paper sorts out the talent policy implemented by Zhengzhou City in recent years under the new talent policy,especially for the research and analysis of the “Zhihui Zhengzhou” talent project proposed in November 2017,through the adoption of Maslow's demand hierarchy,The theoretical human resource theory and the public policy evaluation theory analyze the status quo of the propaganda mechanism,identification mechanism,innovation and entrepreneurship support mechanism and distribution mechanism of the talent introduction mechanism in Zhengzhou,and conduct in-depth discussion on the causes of the existing problems.The four main problems are that the main form of talent introduction is single,the object is poorly targeted,and the talent introduction mechanism is poorly targeted and insufficiently motivated.While summing up the achievements and refining experience of the talent introduction policy,this paper put forward constructive opinions for the “Zhihui Zhengzhou” talent project.
