The policy of "reducing the burden" of primary school students aims at reducing the heavy learning task and psychological burden of primary school students,which is conducive to the further implementation of quality-oriented education and the improvement of teaching quality and teaching level.To enable students to grow up healthily and happily in primary school.The proposal of burden reduction policy is a good thing for students,parents and teachers,but due to the influence of various factors in the implementation process of the policy,some parents and teachers believe that the implementation of burden reduction policy has not only not reduced the burden of students,but also caused a series of negative effects.How to better implement the policy of reducing the burden of education,so that the primary school students really learn happily,is a problem that needs to be considered comprehensively.In this paper,literature research method,case analysis method and interview method are adopted as the basic research methods,and Smith’s policy implementation theory is used as the basic theory.Taking Jinjiang City as an example,this paper focuses on the investigation of the implementation of burden reduction policies in primary schools in Jinjiang.Xiyu Primary School in Anhai Town is taken as the case analysis.Then it analyzes the problems and causes of the implementation of the policy of reducing the burden in the compulsory education stage of primary school,and puts forward corresponding optimization measures.Through the study of the policy implementation theory of Smith,we find that the reasons for the discrepancy between the implementation result and the implementation goal of the policy to reduce the burden of primary school students are as follows;secondly,the main body of policy implementation has drawbacks in the management,such as the backward teaching management mode adopted by the education authorities and the lack of necessary communication and coordination between the policy implementation organizations;third,the problem of the target group of the policy,the outdated educational concept of schools and teachers,and the influence of the interests of the target group;fourth,the impact of the policy environment,today’s pursuit of high enrollment rate,high academic background of the social environment,education evaluation system has defects,parents and students lack of identification with the policy.Based on the analysis of the reasons for the deviation of the implementation of the burden reduction policy for primary school students,this paper suggests: Hope that through perfecting the idealized policy,promote the wide support and cooperation of executive main body and focus on the target group comprehensive quality to promote and strengthen the improvement of the policy execution environment burden policy implementation deviation problem,in true for primary school students,let them grow in the happy life of learning,cultivate new era.
