Quanzhou has a long history,outstanding people and deep culture.Up to February of 2017,there are 639 Intangible Cultural Heritages at all levels in Quanzhou,including 4 world-class Intangible Cultural Heritages addressed by UNESCO,34 National Intangible Cultural Heritages and 76 Fujian Intangible Cultural Heritages.It's put forward that schools shall provide the relevant ICH education as required by the competent education department of the State Council in Intangible Cultural Heritage Law of the People's Republic of China.Therefore,with governmental function theory and governance theory,the essay does some research on the management of Intangible Cultural Heritage inheriting in Schools of Quanzhou,using methods of literature research,interview and case study.First,by analyzing the contents and types of Intangible Cultural Heritage,I will introduce its current management situation.Second,I shall elaborate the management problems of Intangible Cultural Heritage inheriting in schools of Quanzhou,such as administrative agency,inheriting team,educational investment,curriculum management,and the carrier of culture spreading.And analyze the causes of that,which consist of the excessively strong government-leading-factor,the unequal distribution of educational expenditure,a finite number of professional Intangible Cultural Heritage representatives,lacking ICH educational intermediary organization,and the evident structural contradictions of teachers.Then,taking Japan as lessons,I shall propose the public governance structure of Intangible Cultural Heritage inheriting in schools,that's adhering to limited-government,building the normative market,building the professional organizations,activating schools to be independent,and cultivating citizens to be self-conscious.
