This paper based on investigating the basic course of piloting and promoting teachers 'professional development in Taiwan,study and rethink the evaluation of teachers' professiona l development from the perspective of process and method.This paper mainly introduces the process and methods of teachers 'professional development evaluation and makes a brief review,then analyzing and summarizing the features of the teachers' professional development,to provide some beneficial enlightenment for China mainland to set up teachers' professiona l development evaluation system and promote the professional development of primary and secondary school teachers.The early implementation of teachers' evaluation in Taiwan is mainly to assess the performance of teachers,but lack of specific assessment process and methods,resulting in teacher assessment flow in the surface form,too subjective and not deep enough.Coupled with our traditional thought of the absolute authority of the teachers,teachers' assessment encountered greater resistance and voices against in the course of practice,and even cause teachers' tension and exclusion when mentioning assessment,so teachers' evaluation cannot play a real role and function.In order to eliminate this adverse impact and play a positive role in the evaluation,it began to try and promote the professional development of teacher evaluation in 2006.The goal of teacher professional development assessment in Taiwan is to promote the professional development of teachers.In order to highlight the concept of developmental evaluation and safeguard the effect of evaluation,the system evaluation process,various evaluation methods and fine index system are planned.The evaluation methods are divided into two types: self-evaluation and peer-assessment,the later also included teac hing observation,teaching archives assessment and students evaluating teachers and other means.At the end of this paper,it is pointed out that only by explicating the legal basis can teachers' evaluation set up the impact and status to promote teachers' professional development,and persuade teachers to participate in evaluation activities more effectively.Establish a positive teacher's assessment culture and atmosphere is an effective tactics to break the traditional and conservative teacher culture.Establish the system and scientific evaluation index system is an important guarantee for the evaluation effect,it should be based on the princip le of flexibility and school-based in the construction of the index system,the indicators should be comprehensive,common,effectiveness and manipuility,the index system should have the purpose of developed and educational.In addition,we should pay attention to the modest promotion strategy in the trial evaluation that Taiwan took,which undoubtedly pointed out the specific road and direction for us to establish and improve the teacher evaluation system and promote the professional development of teachers.
