Teacher professional development is the key to guarantee the quality of teachers.A scientific and reasonable teacher evaluation system can play an active role in encouraging and promoting the professional development of teachers.Japan has carried out reforms and explorations on the evaluation system of public primary and secondary schools that lasted for half a century since the 1950 s.It has made remarkable achievements in policy ideas,content construction,operation mechanism and other aspects and finally the new teacher evaluation system becomes the core way to promote the professional development of teachers.Studying and analyzing the specific contents of the construction of Japan's new teacher evaluation system in public primary and secondary schools can provide reference for the optimization and improvement of the teacher evaluation system in our country.Thispaperbased on a great deal of collection and analysis of first-hand Japanese materials and data,comprehensively applied scientific research methods such as historical methods,literature methods,comparative methods and case studies,Inthe end a systematic analysis has been made and some helpful revelations have been made to the construction of the teacher evaluation system in our country.This paper has a total of seven chapters.The first chapter is the introduction,elaborating the preliminaries of the research methods and etc.The second chapter is the literature review,which separately defines and analyzes the core concepts and research status at home and abroad.The third chapter is the theoretical foundation.The fourth chapter is The overall research on the evaluation system of Japanese public primary and secondary school teachers,including the policy development process,content construction and implementation process,covers the whole process of the evaluation of teachers in Japan and involves evaluation purposes,evaluation subjects,evaluation index system,evaluation methods,evaluation results and other basic elements of the evaluation system.The fifth chapter is a case study of Tokyo,corresponding to the conclusion of the previous chapter,made a more in-depth and systematic analysis of the new Tokyo teacher evaluation system.The sixth chapter summarizes the characteristics of the new teacher evaluation system in Japan's public elementary and middle schools based on two major points: teacher-oriented professional development and humanistic care,putting forward the suggestions on the construction of teacher evaluation system and concrete operation Inspiration and advice.
