Research On The Policy Effect Of University Information Disclosure

In the information age,the importance of information has become increasingly prominent.The progress of democracy,the development of information technology and the promotion of the rule of law,make the information open become the trend of the times.Because of the influence of traditional concept,the atmosphere of information disclosure in our country has not been strong for a long time.Under the impetus of globalization in the new era,our country has begun to participate in the trend of information disclosure actively in accordance with the development trend of the times.China's government departments take the lead in the implementation of information disclosure.Major institutions also promote information disclosure actively afterward.Colleges and universities opening the information to the public,is not just the performance to take the initiative to assume social responsibility,but also the performance to change the governance of colleges and universities and to promote the development of higher education.The openness of information disclosure in colleges and universities can better protect the rights and interests of the public,closely link with the society and promote the information disclosure of the whole society.On the other hand,it can improve the university's governance ability and promote the development of university management to democratization,transparency,legalization and modernization.In 2007,the State promulgated The Regulations on Government Information Disclosure.Under the birth and promotion of the regulations,in 2010 the Ministry of Education has introduced an open school information disclosure approach,requiring colleges and universities to open information on the column in its portal,releasing of university information uniformly,thus opening the field of higher education information disclosure.In 2014,the Ministry of Education,on the basis of summing up the practice of the approach,issued the List of Public Information Disclosure in Colleges and Universities,which detailed the 50 items that colleges and universities need to take the initiative to publicize,further promoting the practice of information disclosure in colleges and universities.For our colleges and universities,information disclosure is a new concept,but also a new practice.The colleges and universities explore and carry out information disclosure work actively at the same time.Now the approach has been implemented for 6 years.How about the current situation of public information work in colleges and universities?With this question,the author try to dig out the current situation of information disclosure work in colleges and universities.To ensure the feasibility of the research,the author have read a large number of papers and national policy text on the disclosure of information and have a deep understanding on the current research status.Taking all aspects of the conditions into consideration roundly,the author selected the information disclosure webpage of the top 15 colleges and universities in Guangdong province for investigation.This research investigated the status of the information disclosure network in colleges and universities,the establishment of the university information disclosure network navigation bar,the content open condition by compared the present situation of information publicity network with national policy text.The purpose of this study is to reveal the problems and the reasons behind the problems through the investigation of the current situation of the information disclosure of the 15 colleges and universities.This paper mainly adopts three kinds of research methods to explore the problem.The first one is text analysis.On one hand,through reading the paper,the author learned the basic theory of university information disclosure and the construction of information disclosure system of colleges and universities and made a comprehensive analysis of the current research hotspots in the field of information disclosure,trying to understand of the development of the field briefly.On the other hand,the author researched the policy and regulations about the information disclosure of universities in recent years,which makes clear about the requirements of the information disclosure in colleges and universities.The second is empirical research method.Through the investigation and analysis of the construction of the information portal of the 15 colleges and universities,the author figured out the status quo,the problems and the underlying reasons of the information disclosure of colleges and universities.The next one is to find out the shortcomings and crux of the university in the practice of information disclosure,through the comparative analysis of China's policies and regulations in the university information disclosure requirements and the specific implementation of the comparative analysis of the situation.After these studies,the author proposed the corresponding suggestions and countermeasures in order to promote the work of information disclosure in colleges and universities.Through the investigation and analysis,we found that colleges and universities respond to the national policy positively and promote information disclosure actively.15 universities have set up the information disclosure network and the corresponding content in accordance with the requirements of the approach and the list.In the process of the implementation of information disclosure,there are still some deficiencies.First,the public content is not comprehensive.Second,information updates are not timely.Third,low level of construction sites.Fourth,the public mechanism is not perfect.The author analyzes the current situation mainly by the following aspects: the first is the concept of obstacles.The consciousness of information publicity in universities and the public is weak.The second is that the mechanism is not perfect.The imperfection of management mechanism,formal accountability mechanism and supervision mechanism,provide a hotbed for the slack of information disclosure work in colleges and universities.In this paper,the author puts forward some suggestions on how to improve the status quo of the 15 colleges and universities in Guangdong.In order to ensure the effective development of information disclosure,the public and colleges and universities should change the traditional concept and improve the sense of openness of information.The colleges and universities can strengthen the ability of university information disclosure by these means: add the content of information disclosure,promote the method and program of information disclosure,reform the organization of information disclosure,enhance the level of university website construction,establish information management platform.
