An Analysis Of The Participants Of Chinese College Students' Entrepreneurship Policy Based On Policy Network Theory

In 2015,the State Council issued "on promoting innovation and public entrepreneurship peoples some policies and measures opinions" issued in 2015 No.32,pointed out that Chinese economic development has entered a new normal circumstances,the implementation of "public entrepreneurship,innovation" is to achieve national prosperity of democracy,one of the good quality of people's life,an important way to realize social justice fair,to achieve the great rejuvenation of Chinese dream,can effectively promote economic development and promote the transformation of economic structure,the China path of development driven by innovation.College students are an important part of the army of our country,the college students have received the system of higher education,set the system knowledge,technology in one,with other entrepreneurs do not have the perfect knowledge structure system.However,college students lack of social experience,lack of entrepreneurial start-up and operation of funds,which are often run in the entrepreneurial process,other than entrepreneurs encounter more obstacles,leading to many students of entrepreneurship fears or give up.In view of this,since 1990 s,the state has introduced a series of measures to improve the entrepreneurial beliefs of college students,guide students to start their own business and reduce the barriers to entrepreneurship.Although the policy has played a role,but the effect is not ideal in the implementation of wishful thinking.Policy is lack of pertinence and practicality,many of the policies are incidental to the employment policy.There are many problems in the process of entrepreneurship policy and its policy.Among them,one of the main reasons is that policy in the diversification of its main interests lead to complex problems resulting from,such as the main role is not clear,the main structure disorder,subject to environmental adaptability problems.This article from the policy network perspective,using literature analysis,policy network structure analysis to college students' entrepreneurship policy paticipation as the main research contents,firstly,confirm the composition of China's College Students' entrepreneurship policy participants,understand the needs of the body,analysis of the main problems.Secondly,the paper analyzes the network structure,network interaction and network environment of the paticipation of the students' Entrepreneurship policy.Based on the results of the analysis,put forward the corresponding strategies to enhance the paticipantion of the main.Through the study of this paper,we can solve the problems of the participating subjects of the college students' Entrepreneurship Policy in our country,so that the subjects can better serve the college students' entrepreneurial policies,thus enhancing the quality of College Students' entrepreneurial policies.The first chapter is the introduction,which mainly introduces the research background and significance of the research,and expounds the research review at home and abroad.The second chapter defines the core concepts and basic theory,including the core concepts of college students entrepreneurship policy,policy network.The concept of entrepreneurship policy is expounded from four aspects of college students,college students' entrepreneurship,entrepreneurship policy,entrepreneurship policy;policy network is launched from the macro mesoandMicro three levels;the policy network theory includes three parts,the development of policy network types and contents.The third chapter analyzes the main body of entrepreneurship policy paticipants.First of all,discusses the Chinese college students' entrepreneurship policy;secondly,paticipants in refining entrepreneurship policy in China from the policy text;again,analysis of China's College Students' entrepreneurship policy paticipants needs;finally,analysis of China's College Students' Entrepreneurship Policy in the main problems.In the fourth chapter,the author uses the policy network structure analysis method to analyze the paticipants of the students in our country.First of all,this paper explains the applicability of the policy network theory to the analysis of the paticipants of the students in our country.Secondly,the policy network in the main structure,including structural properties,structure size,structure characteristics,structure and function;thirdly,analysis of network interactive relationship between subjects;finally,analysis network involved in the subject of policy environment adaptability.The fifth chapter is based on the policy network theory of China's college students entrepreneurship policy to enhance the paticipants of the main strategy.It includes defining the function orientation of the network participants,coordinating the structure and function of the participants in the network,and improving the adaptability of the network participants to the policy environment.
