The Policy Research On University Students' Entrepreneurship Of Nanjing, Based On The Frame Of Multiple Stream

Entrepreneurship plays an important role in promoting economic development,solving social employment and accelerating technological innovation,so more attention paid to the entrepreneurial activity,and college students entrepreneurship is an important part of the business.With the support of government to encourage college students to start their own businesses,the establishment of enterprises is becoming a trend,and the number and quality of college students' entrepreneurship is constantly improving.Science and education talent resources of Nanjing are abundant.In order to encourage the college students to start their own business,it is true that the advantages of science and education talents are transformed into advantages of development.The opinions which on the implementation of the plan of entrepreneurship for thousands of young students was issued by Nanjing municipal government in May 2012.Opinions from solving the problem of entrepreneurial projects,capital,sites,such as,developed specifically for college students' entrepreneurship support policy,and have issued the detailed rules for the policy support,college students business plan and a series of policies.This paper analyzes the problem flow,policy flow and political flow of Nanjing university students' entrepreneurship policy based on the theory of multi-source flow.Policy makers focus on college students' entrepreneurial problems through the relevant indicators,the feedback of current college students' entrepreneurship policy,and the focus on entrepreneurship of college students.The agenda is driven by the views of policy community which contain the government,universities and the students.With the influence of the government's ruling philosophy,the major leadership changes and the public's attention to the national mood of entrepreneurship policy,three flow convergence and the window of the policy open facilitate the opinions which on the implementation of the plan of entrepreneurship for thousands of young students was issued by Nanjing municipal government.It is found that there are major problems in the entrepreneurship policy of Nanjing university students through investigation,which are caused by many departments,imperfect policies and incomplete policies.The cause of the problem is lack of systematic planning,lack of demand survey analysis and lack of supervision and management assessment.Combined with the theoretical origin,analysis of the causes of the research and the existing problems from the catch question origin,rich policy origin,using political origin,grasp the policy window of the four aspects of Nanjing college students entrepreneurship policy optimization Suggestions,provide a reference for perfecting the Nanjing college students entrepreneurship policy value.
