A Study On Professors' Academic Management And Faculty Governance Based On The Modern University System

The core of modern university system is,openness to the public,self-governance according to the law and scientific management,under the guidance of the national macro-control policy.Professors' academic management and faculty governance,as a controversial academic concept,is way to be reached agreement in Chinese by the academic community.Professor,a supporting force to deepen the reform of university and to promote the construction of the modern university system,has a profound influence on the future development of higher education.According to "national long-term education reform and development plan(2010-2020)"(hereinafter referred to as "national education plan")promulgated in 2010,proposed the importance of academic committee in discipline construction,academic evaluation and academic development,professor played a critical role in teaching,researching and managing schools and that effective ways of professors' academic management should be figured out.It is also proposed that the importance of professors in teaching,academic research,school administration should be attached.Some of the professors are both administrative officer and school teachers,which make it difficult to balance between administrative job and work in policy making.Regarding the analysis of professors' academic management and faculty governance,not only the idea conflicts two concepts should be got rid of,but also the confusion of these two concepts should be avoided.It is advised that professors' academic management professors' administration should be combined into the institutional arrangements of university internal governance structure and governance mode,beyond the struggle of discourse academic management and governance.Specifically,the professor is,primarily the representative of academic authority,but also the main body of democratic management in schools,which is also bound to participate in the bounden duty.This paper has made the related elaborations from six aspects: firstly,the introduction part,mainly summarizes the current situation of professors' academic management and academic research;the first chapter mainly explains the connotation of the modern university system,professors' academic management and professors' administration.Lists the role of professor from four foreign universities in the system,at the same time describe Chinese university system which is being established or formed.The second chapter mainly discusses the history of western university faculty governance,then from the period of the Republic of China,after planned economy period and the period of reform and opening up of Chinese,the historical change from professors' academic management to faculty governance are discussed in three periods;the third chapter elaborates on internal logic unity of the professors' academic management,faculty governance,realistic necessity and reality practicality;the fourth chapter analyzes the problems and causes of Professors' academic management and Faculty governance;the fifth chapter put forward some suggestions and views on professor leading scholarship,participating in university management role as the focal point,from scientific orientation,professor the role of political guarantee,leading scholarship,to participate in the management and legal protection.Through the discussion of the above relations and views,the author expects that the professor to act as a positive role in future development of higher education in China.
