Research On The Perfection Of Scientific Research Incentive Mechanism In Universities Of Hebei Province

The incentive mechanism of scientific research in colleges and universities is the institutional guarantee for guiding and promoting university teachers to have continuous innovation.Local colleges and universities are the main components of the national colleges and universities.They serve as the important force of local and applied research.However,compared with the subordinate institutions,there are many constraints in the field of scientific research.For instance,they are weak in researching,and short of research funding or advanced research results.Only by continuing strengthening scientific research capacity and improving the overall level of academic research,can colleges and universities lay a solid foundation for building a world-class universities and first-class disciplines.In the past,the scientific research incentive mechanism in colleges and universities was focused on various incentive theories.Various policies,material or spiritual incentives were usually used to encourage university teachers to engage in research work and enhance their scientific research output.In this paper,the research on improving scientific research mechanism in local colleges and universities in Hebei Province is not only limited to the stimulation on individual researchers,the local government and colleges and universities are also involved in inspection.Through the literature survey method,the author investigates the higher education investment and scientific research plan management situation,and makes a thorough investigation on the current situation of scientific research incentive mechanism and collects opinions and suggestions from teachers in colleges and universities in Hebei Province.By referring to the interviews and questionnaires,the author analyzes the problems of insufficient investment in higher education in the local government,the lack of supervision on the situation of scientific research in local colleges and the chaos of provincial scientific research planning,the lack of sound incentive system in local colleges and universities,and the low level of scientific research in management services.This paper puts forward the suggestions of perfecting the local government's incentive system of scientific research in local colleges and universities,improving the incentive policies in local colleges and universities,reforming the scientific research management and improving the scientific research management process,so as to establish the scientific research incentive mechanism which is more suitable for the local colleges and universities in Hebei Province.
