The explicit proposal of the separation of higher education management,office and evaluation further emphasizes the importance of social evaluation,as the practitioner of the concrete evaluation activity,the social evaluation institution plays a vital role in the good role of communication and coordination among the university,the government and the society.The social evaluation institution is more objectively reflecting the actual situation of the development of higher education,with its different from the traditional evaluation method of the third-party perspective.On the one hand,it can alleviate the contradiction between the government and the university,provide the democratic and scientific decision making suggestions,help the government to optimize the relevant management work,and make reasonable suggestions for the development of colleges and universities,strengthen the enthusiasm of improving the school.On the other hand,it is advantageous to strengthen the good communication between the university and the society,which can provide the real and comprehensive information for the public,as a reference for choosing the school and the specialty,and can help the university to understand the demand of the talented person in society,as an important basis for improving the training of talents,However,the development of social evaluation institutions in higher education is not perfect,although some development achievements have been achieved,there are still many problems and shortcomings.Therefore,this paper as a research object,combing the basic development of social evaluation institutions,summarizing its achievements and existing problems,and proposing corresponding development countermeasures.This paper mainly adopts the literature research method,which defines the connotation,classification,characteristics and functions of the social evaluation institution of higher education based on the collation and analysis of the predecessor's research achievements,combining with the development of the social evaluation institution of higher education in China,the author analyzes the problems and causes of its development stage and its achievements and operation.During the period,the case analysis method is mainly combined with two typical social evaluation institutions,namely,the semi-official social evaluation institution represented by the Shanghai Educational Evaluation Institute,and the pure civil society evaluation institution with Mycos as the representative,summarized its development achievements and existing problems,including the operation of internal mechanism,and the influence of external environment,woodcarvings to perspective the overall development of social evaluation institutions.In addition,the main problems existing in social evaluation institutions and their causes,according to the actual situation of the comprehensive social evaluation institutions,respectively,from the social evaluation institutions themselves,the government education administration departments,institutions of higher learning and the social masses,such as the corresponding development countermeasures by using the "stakeholder" theoretical knowledge.
