| With the Popularization of Higher Education,the scale of the Secondary College is expanding the vertical power and the management focus of universities was transferred lower.In recent years,with the advancement of higher education reform the center of the university governance is transferred from the macro aspect to micro aspect.So optimize the secondary colleges’internal governace structure is particularly important.Based on this background,this thesis chose the secondary colleges’internal governace structure in China universities as the research object.Based on the stakeholder theory and principle-agency theory,using the literature methodology,the case methodology,the comparison analytic method and so on.Analyzed the history and current state of the secondary colleges’internal governace structure in China universities.Statisticed the Statutes approval of ninety universities and based on this analyses,Finally,the author draws a conclusion:The university statutes construction and the rules and regulations of the secondary college is weakly;The party-government meeting system should be further improved;The power allocation between the university and college uneven;the power allocation among the Party,government and professor committee is imbalance;The democratic administration of the secondary college is not enough;The reasons are included four aspects:Affected by traditional thoughts、system reasons、management model and limited by personal ability.Comparison analyzed the secondary colleges’ internal governace structure of top universities in America,Hong Kong and Taiwan.discuses the optimization strategy of the secondary colleges’ internal governace structure in China universities.Perfecting the college security system which is guided by the university statutes;Optimizing the power allocation between the university and college.Perfecting the interior power system of the secondary college;Established the mechanism of the secondary college power operation;Abandoned the traditional official standard thought and cultivating the secondary college’s atmosphere of culture;Laid the system and mechanism,and cultural foundation for optimizing the secondary colleges’internal governace structure. |
