With the development of society and constantly raising level of education,the development of compulsory education pays attention to both balanced education and providing better quality education to more people.The key of high quality and balanced compulsory education is the high quality and balanced development of teachers.The high quality and balanced development of teachers in urban and rural areas becomes an important issue which is related with educational equity,education and people's livelihood,the overall education quality in rural areas and the healthy development of the whole compulsory education process.Despite of the fact that a lot of efforts have been spent in promoting high quality and balanced development of compulsory education in the past few years,the unbalanced dilemmas of teachers facing urban and rural areas remain.For the time being,there are many researches about high quality and balanced development of teachers,but the depth of these researches are far from enough and the substantive problems have not be solved fundamentally.The author starts the research from studying the current situation of this issue.Through studying the exploration achievements and cases in relevant areas,the author collects related data,prepares interview outlines,and does a systematic analysis on the data and cases with the basis of area situations in central province capitals.The purpose of this paper is to form strategies to the high quality and balanced development of compulsory education teachers in urban and rural areas and provide certain theoretical basis and practical references to the realization and promotion of educational equity.This paper summarizes the theories related to high quality and balanced development of compulsory education teachers in urban and rural areas,figures out the concept of high quality and balanced development of compulsory education teachers in urban and rural areas and thinks about the influence dimension about high quality and balanced development of compulsory education teachers in urban and rural areas.The paper finds out that the balance of basic configuration is the premise,deepening teachers' training is the means and the overall good quality teacher is the key.The author analyzes papers,data and the status quo of high quality and balanced development of teachers in urban and rural areas in K district,and finds out problems facing the development of high quality and balanced compulsory education teachers in urban and rural areas.The author suggests that the basic configuration between urban and rural teachers is unbalanced,the training of teachers is not good enough and the overall quality of teachers needs improvement.By studying related countermeasures,the author gives countermeasures in promoting the development of high quality and balanced compulsory education teachers in urban and rural areas with multiple channels and means:encouraging teachers to do self training,respecting the diversified training measures of teachers,building up a leaning community of urban and rural teachers,creating a good cultural phenomenon of self-learning and improving the mechanism of integration training.
