Education plays a crucial role in the cultivation of qualified personnel, for a country, the cultivation of talents is an irreplaceable important force for the development of modern knowledge economy and the transformation of economic growth mode. For individuals, education investment is also an important tool to improve one’s economic capital and social status. Therefore, studying the issue of education is not only a national plan, but also a matter of people’s livelihood. This paper estimates the average years of education and educational Gini coefficient of education inequality measure from 1997 to 2014 and builds a Tobit model, which analyzes the impact of urbanization, regional economic development, investment in education, birth rate, education rate of return and the proportion of population in higher education fertility on education inequality in a comprehensive and systematic way.Through analysis we find that because of the large-scale expansion of enrollment in higher education institutions in 1999,the average years of education in our country have been leapfrogged. The overall Gini coefficient of education shows a declining trend and the inequality in education has been eased. However, from the perspective of all provinces in the country, the backward Gini coefficient of education in the western region decreases less than that of the eastern region, and the gap between the two regions is still large. Then in the general context of downward trend in the overall educational inequality, what factors led to a significant disparity in regional education inequality? By constructing Tobit model in the whole country and three regions for empirical research, first of all,we discussed the influential factors of educational inequality at the national level, and then compared the differences between the three major regions from the sub-regional level.we obtained that relationship between the birth rate and education inequality is positive correlation, the rest of the variables and the education inequality are negative related, namely the higher the level of urbanization, the higher the per capita income in the region, the higher the investment in education, the higher the rate of return on education, the lower the birth rate, the higher the proportion of the population in higher education, the more education tends to be unequal. In view of these factors I also put forward corresponding policy recommendations for promoting regional equality in education, but the impact of different factors in different regions is all different. In response to these factors,I also put forward corresponding policy recommendations for promoting regional equality in education. For example, promoting the popularization of 12-year compulsory education, increasing the proportion of population in higher education, and promoting urbanization are all attempts to improve the education inequality in our country. Finally, the paper makes a prospect for future research. |
