Human capital is an important reserve force for our country and plays a very important role in the process of social and economic development.The basic education school-age population(6-17 years old population group)is the future human capital and labor reserve.At present,few studies take the number of years of schooling of school-age population as an indicator to measure the level of basic education development.This paper is based on the public data of 1990-2010 population census,1995-2015 population sample survey,2010 China Statistical Yearbook,China Education Statistical Yearbook,and then explores the spatio-temporal characteristics of the average number of years of education of the school-age population in the basic education stage.Then the paper focuses on the data of 2010 and explores the impact of the difference of basic education resource allocation on the average number of years of education of school-age population from the perspective of spatial measurement and input and output.The conclusion of the former study can provide a reference for increasing educational resource input to improve the average number of years of schooling of the school-age population,while the conclusion of the latter study aims to effectively utilize the existing limited educational resources and improve their utilization efficiency,so as to achieve the purpose of improving the average educational level of the school-age population.The two perspectives complement each other.The main findings of this paper are as follows :(1)From 1990 to 2015,the average number of years of schooling of the school-age population increased continuously,and the gender gap between male and female was reversed;(2)In 2010,the average number of years of education for each school age group showed a feature of "central bulge" among regions;(3)According to different school age groups,increasing the input of different types of teachers,teaching materials and teaching sites can effectively improve the average educational level of the school-age population;the current educational investment has not been effectively used,there are inter-provincial unreasonable situation;The average number of years of schooling of the school-age population in secondary education will be affected by the spillover effect of external space;(4)Provinces with effective DEA in interprovincial education resource allocation show "eastern collapse".The main reason for the failure to maximize efficiency is that the management technology level is low and the production scale cannot reach the optimal level.
