Implementation of primary and secondary teacher communication system in county is the inevitable trend of development of China’s primary and secondary school education, it has a special meaning and function to relieve the finiteness of high quality teacher resources and promote the balanced development of the national education fair and education. The western national region is lack of high-quality teachers due to the special political, economic, and geographic location. This article selects the Gannan Tibetan autonomous prefecture in western national areas town was as the research object and analyzes from the four mechanism levels which influences teachers’ communication referring to construction the primary and secondary school teachers exchange mechanism of the national minority area as well as realize the teacher benign operation of the communication. The text is divided into five parts.The first part, introduction. This part mainly includes the research background and research significance of this study as well as the definition, technical route of this study and the innovation of this study.The second part, mainly introduces the research design and methods of this study. The part analysis the factors of influencing teachers’ communication and teachers communication results,and the former mainly includes the incentive mechanism, restriction mechanism, guarantee mechanism, supervision mechanism, influencing factors; The latter mainly includes teachers exchange behavior and the effect measures, etc. At the same time, establish the concept of ethnic minority areas teachers exchange mechanism model and research hypothesis.The third part, this part selected Gannan Tibetan autonomous Xiahe town as the research object and investigation the present situation of teacher exchanges, which including the understanding of the communication policy, communicate intentions, proportion of exchange,exchange time, direction of communication, communication, communication purpose, etc.The fourth part, conducts factor analysis, correlation analysis and regression analysis on gannan Tibetan autonomous prefecture of the town of the incentive mechanism, restriction mechanism, security mechanism and supervision mechanism. From the point of communication situation, minority areas teachers has a low understanding on teacher communication policy but most of the teachers communication intention is high; At the same time, this region has some problems in low proportion communicating and short communication time and other unreasonable conditions. From the point of communication factors, promotion and awards recommendation,teachers concepts, laws and regulations on the exchange has positive influence; Factors such as traffic, languages, customs, the working conditions has a negative impact to teachers communicate;The influence of family factors have two sides.The fifth part, conclusions and recommendations. To summarize the research conclusion and put forward some promote communicating with teachers in minority nationality areas.
