Research On Financial Expenditure Of Secondary Vocational Education Base On The Tianjin City

One of the most important components of comprehensive quality education in China is secondary vocational education.Secondary vocational education can cultivate practical talents,high-quality labor talent and skillful talents.In addition,secondary vocational education can promote social equity from a variety of perspectives.Therefore,during the transformation period of China,the development of secondary vocational and technical education is extremely important.Tianjin as an economically developed municipality,based on high level developing status on manufacturing,services,financial and other secondary and tertiary industries,as the basis for industrial upgrading,which is requiring a large number of skilled personnel especially young.For these reasons,Tianjin government has awarded various education policies in response to the central government to vigorously develop the call of developing secondary vocational education.In recent years,the research on secondary vocational education in our country has made many achievements,but the research on secondary vocational education in Tianjin is still in a blank state.Based on the statistical analysis of the financial data of Tianjin secondary-vocational,using the government's vision,education in these years,this paper studies the current situation of the financial expenditure of secondary vocational education in Tianjin by using the theories of human capital,educational equity and social stratification,and points out the problem of financial allocation of secondary vocational education which include the following reason:the secondary vocational education funds investment insufficiency,the sources of funds is relatively single,the responsibility of the government department at secondary vocational education were not clear,the low efficiency in secondary vocational education area.The cause of these problems contain that the secondary professional education value is undervalued,the financial appropriation system is inadequate and lack of effective monitoring mechanism.In addition,this paper find out the possible solution including improve the cognition to the value of secondary vocational education,further completed ChinaSecondary vocational education funds standard,enlarge sources of funding channels,make responibility at all levels of government clearly,improve the efficiency of secondary vocational education spending.This paper aimed to find the rational way which can help allocating educational budgets,balancing secondary vocational education,general education,higher education input and output,and ultimately changing people's prejudice against secondary vocational education to improve secondary vocational education in promoting social stability,active economy status and make our society more efficiency to better serve the great masses of the people.
