With the adjustment of the national family planning policy,the number of newborns increased year by year,and it was also followed by an increase in the number of admission of school-age children.However,in this situation,the number of domestic kindergartens did not increase and the scale did not significantly develop.Serious imbalance between supply and demand gave rise to a series of problems such as people have to pay higher cost,still have difficult in admission for limited resources and accept education of low quality.Preschool education of large numbers of school-age children cannot be guaranteed,which has become a serious social problem.Based on the characteristics of education system and the theory of public service,this thesis analyzes the characteristics and connotation of inclusive kindergarten in China at present.First of all,this paper takes the LaiShan District,Yantai City as an example after conducting field investigation and interview.On the basis of data analysis,the thesis puts forward the necessity and feasibility of the construction and development of inclusive kindergarten.Secondly,main factors affecting the development of inclusive kindergartens,namely: planning and using of funds,kindergarten management,improvement of teaching quality,training and remuneration of faculty,etc..The author conducted a comparatively comprehensive investigation and analyzed the results in detail.According to the research and analysis,the author concluded that there existed problems such as lack of attention in the construction of kindergartens in LaiShan District,lack of planning for use of funds,lack of stability,cultivation and supervision of faculty.Finally,according to the results of analysis,the author puts forward the strategies and suggestions for the development of the inclusive kindergartens.First,we should pay attention to quality and connotation development of kindergarten;Second,we need to set a scientific and reasonable standard for kindergarten fees and subsidies;third,training program for faulty should be made;fourth,the efficiency of use of special funds have to be improved;Fifth,management of inclusive kindergarten should be optimized.
