High level talents are the decisive factors of intelligence development of economy of a country or a region,the global economy developed area to attract high-level talent settled,have introduced various policies involving personnel work,life,learning,innovation and entrepreneurship.All aspects of Hainan province to attract high level talents in global policies in recent years,despite a certain but the achievement of high level talents throughout the introduction of high level talents of the poor results,this paper focuses on the analysis of Hainan Province Based on the introduction of the status quo,problems in policy,aiming at the problems put forward some effective suggestions.The first chapter is the introduction,explain the research background,research significance,research status,research methods,innovation,the introduction of the study of the premise and the significance of the research;the second chapter of high-level personnel related concepts and the theoretical basis of in-depth detail,lay the theoretical foundation of this article;the third chapter has made the implementation of the effect of Hainan Province,the existing high-level personnel policy and the policy to do a simple introduction;the fourth chapter is the analysis of problems and causes of the introduction of the policy of high level talents in Hainan Province,the author adopted the questionnaire survey and interviews counseling,selection of Hainan high-level personnel as the research sample to understand the current high level Shortage of talent introduction policy,making policy issues of existing high level talents in Hainan and summarized;the fifth chapter is the analysis of the causes of policy issues into high level talents in Hainan Province,from the 6 aspects of in-depth study of the reasons;the sixth chapter is the countermeasures and suggestions,to identify talent,incentives,public service personnel.Strengthen the retention mechanism,put forward the corresponding countermeasures and suggestions to improve the soft environment of talents.The seventh chapter is the conclusion.
