As the international talent competition intensified, most countries and regions make their own policies to attract the high level talents. The report of the 18 th national congress of the communist party of China said that China should have its own advantage on attract the talents. On this background, Guangzhou needs to introduce high level talents to finish the industrial transformation and upgrading. So, have a useful policies of attract high level talents will be very necessary and urgent. Does the policies Guangzhou used today can really attract the high level talents, Compared with the policies of the other important cities in China, does Guangzhou’s high level talents introduction policies has its advantage? This thesis will use Incentive theory and Comparative advantage theory to find the defects of the high level talents introduction policies in Guangzhou, put forward the solution.This thesis has seven parts.On the first part, it’s the introduction. This chapter introduce the background, the goal and significance to chose this subject, the research status, the research methods, and the research ideas and content;On the second part, I introduce the basic theory I used in this thesis. Including the concept of high-level talent introduction policies and the theories I used in this paper. This paper used both incentive theory and the comparative advantage theory.The third part is about the high level talents introduction policies Guangzhou used today. Including the basic situation introduction in Guangzhou, Why Guangzhou is urgent demand of high level talents, the development course of Guangzhou’s high level talents introduction policies, the advantage of Guangzhou city and the high level talents introduction policies we used toady in Guangzhou city.One the forth part I write about the problems that exist in the high-level talent introduction policies in Guangzhou. Find problems in the policy design, policy execution and the results.The fifth part is about why the problems came out. I used the incentive theory and the comparative advantage theory to find the reasons.On the sixth part, I compare the high level talents introduction policies in Guangzhou and other important cities in China, find the successful experience of the other cities.The seventh part give proposes of Guangzhou’s high level talents introduction policies. The proposes have three parts, firstly, to consummate the policies themselves, secondly, to consummate the platform of attracting talents; The third is to improve the talent retention and evaluation system.The innovation of this paper is used both comparative advantage theory and incentive theory. The incentive theory is used to check if the high level talents introduction policies meets the needs of high-level personnel, and the comparative advantage theory is used to compare Guangzhou’s high level talents introduction policies with other cities of China, to see if Guangzhou has its own advantage. Use a combination of both methods, I give proposes to Guangzhou’s high level talents introduction policies, and also give a example to the other cities.
