| As an important participant in social governance,social organizations play an increasingly important role in solving social problems and promoting harmonious social development.As grassroots social organizations,county-level private social work organizations can not only provide social services for the people,but also serve as the main support for expanding the scale of social organizations and improving the level of social governance.However,compared with provincial and municipal social work institutions,most of the private social work institutions in China’s counties are in the initial stage of development,and their institutional operating environment is poor,difficult to introduce professional and technical personnel and other constraints,so that their professional service capabilities are generally weak,and there are many development problems,and external forces are urgently needed to support them to improve their professional service capabilities as soon as possible,so as to give full play to the important role of grassroots social organizations in participating in social governance and promote the modernization of social governance.This project takes the "Living Water Empowerment" project of Jinan M-institution to support the improvement of professional service capacity of county social work institutions as a case study,and uses the qualitative research method to systematically study the "Living Water Empowerment" support project for professional service capacity improvement.Based on the high compatibility between the "three circles" theory of the organic integration of "value","ability" and "support" in management and the basic theoretical assumptions of the empowerment theory of "believing that the service object has value and potential" in social work,the management mode,operation mode,implementation plan and implementation process of the project were sorted out and analyzed,and it was found that the third-party support institutions supported county social work institutions to improve their professional service capabilities to a certain extent by carrying out public welfare project management seminars,offline and online co-learning and training camps.However,due to the lack of guidance of social work professional values in the "value" circle,the insufficient practical ability and coordination ability of social workers in the "ability" circle,and the insufficient support of stakeholders in the "support" circle,the design of the "Living Water Empowerment" project lacks the integration of social work value,the advantages and potentials of the supported parties are not sufficiently tapped,the project management,resource mobilization and project operation capabilities are insufficient,and the vitality of the public welfare environment is weak.Based on the in-depth analysis of the above problems in the project based on the "three circles" theory,it is recommended to strengthen the "value" concept of the social work profession,effectively improve the "ability" of project operation,strive for the "support" of diversified stakeholders,help improve the professional service capacity of county social work institutions,strengthen the construction of grassroots social organizations,and promote the modernization of social governance. |
