Construction And Application Research Of Evaluation Index System Of University Entrepreneurial Ecosystem

Innovation and entrepreneurship are the strongest driving forces for the advancement of the times.Following China's "Government Work Report" in 2015 that clearly stated "public entrepreneurship,innovation",the policy level continuously issued a number of initiatives to promote entrepreneurship education in colleges and universities in China.At the same time,as the new model of the global higher education system,the rise of entrepreneurial universities has become a "global phenomenon." Although research universities in China have not explicitly proposed the establishment of "entrepreneurial universities," many are committed to academic ventures and are striving to build university entrepreneurship ecosystem.However,there are many problems in the construction process,and a set of appraisal indicators system with strong applicability is needed as a measurement tool to help universities identify their own strengths and weaknesses for better development.In this regard,this paper exploratively proposes a university entrepreneurial ecosystem evaluation index system,and contributes to promoting the self-generation and self-evolution of university entrepreneurial ecosystem in China.This study is based on the reality of entrepreneurial ecosystems in universities at home and abroad.Through literature research and expert interviews,the university entrepreneurial ecosystem evaluation index system has been constructed from four dimensions-ecological diversity,collaborative symbiosis,network interactivity,and self-evolution,which provides a theoretical framework for assessing university entrepreneurial ecosystem.Afterwards,through the comprehensive use of expert interviews,expert scoring,and AHP,this paper amended and improved the feasibility and comprehensiveness of the university's entrepreneurial ecosystem evaluation index system,and empowered the indicators within the system.The results show that network interactivity and self-evolution is the most important dimension of university entrepreneurial ecosystem evaluation that experts generally believe.Furthermore,based on the proposed evaluation index system,the paper analyzes and compares two representative universities of Zhejiang University and Jilin University,and examines the advantages and disadvantages of the two universities in the development of their entrepreneurial ecosystem.The results show that the overall development of the entrepreneurial ecosystem in Zhejiang University is better than Jilin University,especially in terms of network interactivity and self-evolution,but the entrepreneurial ecosystem of Jilin University also has its own features,such as higher interaction between the government and the university,and higher participation of external teachers.Finally,on the basis of case analysis,this paper will proceed from the four dimensions of the basic characteristics of university entrepreneurial ecosystem,and put forward the practice path and policy recommendations of Chinese universities in improving the entrepreneurial ecosystem.
