At present,under the background of comprehensive promotion of the rule of law and our country's efforts to build a socialist country under the rule of law,a new target requirement for the rule of law education in primary and secondary schools has been put forward in the new background,and the primary and secondary school students are the reserve force of our country's future rule of law construction.The key to the advancement of the rule of law is to solve the problem of the awareness of the rule of law in people's subjective aspect,and the best enlightenment period of the awareness of the rule of law is in primary and secondary schools.Therefore,the perfection of the rule of law education in the primary and secondary schools and the improvement of the level of the rule of law education in the primary and secondary schools are conducive to the improvement of the level of the rule of law quality in the whole society.This paper explores the implementation and perfection of the rule of law education in primary and secondary schools from the following four aspects.The first part discusses the target orientation of the rule of law education in primary and secondary schools under the background of comprehensive promotion of the rule of law.Based on the cognitive laws of primary and secondary school students,the overall target orientation of the rule of law education in primary and secondary schools is to master the law knowledge of the right age;to cultivate the concept of the rule of law and to establish the belief of the rule of law;to practice the idea of rule of law and to improve the consciousness of the rule of law.The specific targets of the rule of law education in different grades of primary and secondary schools are divided into three stages: primary school,junior high school and high school,and the target of the rule of law education at different stages can be further divided into three types:knowledge-type target,ideational-type target and ability-type target.The second part discusses the main body of implementation of the rule of law education in primary and secondary schools.Based on the analysis of the present situation of the main body of implementation of the rule of law education in primary and secondary schools and the beneficial experience of foreign countries,the system for the main body of implementation of the rule of law education in primary and secondary schools is constructed,and the main body of implementation of the rule of law education is divided into the main body of education administration,the main body of teaching and the main body of social participation,so as to realize thediversification of the main body of implementation of the rule of law education.Through the classification,the leadership and educational inspection function of the main body of education administration in the rule of law education is further clarified,the allocation and duties of the rule of law principals and the rule of law teachers among the main body of teaching within schools are clarified,and law experts,law practitioners and other organizations and personnel are organized to assist in the participation mechanism of the rule of law education in primary and secondary schools.The third part discusses the content and form of the rule of law education in primary and secondary schools.Based on the analysis of the present situation and problems and the foreign beneficial experience,according to the stage target classification of the rule of law education in primary and secondary schools,the content of the rule of law education is divided into knowledge-type content,ideational-type content and ability-type content.In order to innovate the form of the rule of law education in primary and secondary schools,the idea of setting up independent rule of law education is put forward to establish the cooperative form of the teachers and students of colleges and universities participating in the rule of law education in primary and secondary schools,and to construct the educational mechanism of co-operation between the family,school and society.The fourth part discusses the guarantee conditions of the rule of law education in primary and secondary schools.The teaching guarantee,the system guarantee and the fund guarantee for the rule of law education in primary and secondary schools are mainly studied.The direct management system of the rule of law education shall be established,the responsibility system of the rule of law vice-principal,the education assessment system and the teacher training system shall be perfected,the perfection of the situational teaching conditions in the practice of the rule of law shall be paid more attention,the effectiveness of the rule of law education shall be improved,and the migration of the rule of law knowledge from the classroom to practice shall be completed.
