At the end of the last century,the rule of law began to ascend to the historical stage as a new ruling strategy.In the next twenty years,one of the hot issues in the education field was how to cultivate the legal consciousness of citizens.In 2014,with“the rule of law”focused on in the 4th plenary session of 18th CPC Central Committee,it was an inevitable trend to incorporate law education into the national education system.In 2016,“Morality and The Rule of Law”,as the curriculum and textbook for primary and middle-school students examined by the Ministry of Education,officially became a curriculum of basic education in our country,which was the carrier of the rule of law education,a new integration of moral education and the rule of law education.As the main carrier of the curriculum,the significance of teaching material is self-evident.Although“Morality and The Rule of Law”of 2017 is compiled by the Ministry of Education directly.But in 2016,sixteen editions of“Morality and The Rule of Law”has been examined and approved,which is still used as reference to the 2017 edition.This research will be based on two sets of curriculum standard of the“Full-time Compulsory Education Moral and life Course Standard?experiment draft?”and“The Outline of Teenagers Law-related”,through statistics to the distribution of the content of the law-related education in published sixteen PEP editions of“Morality and The Rule of Law”for grade one and grade two,and in seventeen PEP editions of“Character and Life”approved in 2003,with analysis and exploration to the existing problems of content and distribution of law-related education in the current sixteen editions of“Morality and The Rule of Law”and the 2017 edition,and thus put forward the related solution strategies.There are altogether five parts in this thesis:Part one:Introduction.It brings forward researching origins,literature review,research methods and significance.Part two:The theoretical basis of this paper.It includes the definition of core concepts and related concepts.Part three:Analysis framework and analysis criteria of this paper and a detailed analysis of the current“Morality and The Rule of Law”.Based on two sets of curriculum standard of the“Full-time Compulsory Education Moral and life Course Standard?experiment draft?”and“The Outline of Teenagers Law-related”,combination of the content of the teaching material,the law-related education is divided into five types and ten requirements and with detailed sub-divition.The analysis includes analysis of the data of all editions,the distribution and analysis of all editions in the teaching contents,the distribution and analysis of teaching contents in all editions.Part four:The problems of the current edition of“Morality and The Rule of Law.This paper argues that the main problems are as follows:the content of the law-related education regulated by“outline”is of low frequency,the proportion of national symbol,citizen consciousness,safety consciousness,ecology consciousness is low,the contents of"everyone is equal before the law"is lack,etc.Part five:Measures and methods to the main problems existing in the current teaching materials and training the law consciousness of the elementary school students.It includes the appropriate adjustment of law-related education in quantity and content;more emphasis on the rights and obligations and law-related consciousness education apart from rule consciousness of primary school students;the strategies of effective use of teaching materials such as increasing the practice of morality and the rule of law;emphasis on docking with the moral education activities;increase of the combination with the teaching of other subjects and so on.
