The Interaction Between Social Work Agency And Government

The government is constantly accelerating the transformation of functions,through purchasing services to continuously innovate the social management system.At the same time,the social work agency also actively interact with the government to get more development.The social work agency and the government make the interaction within the collision,mutual influence.In order to build a good relationship between the urgent needs of the government and the social work agency,clarifying the interaction,features and influence between the two sides are extremely important.Therefore,the core content of this paper is about the process between the social work agencies and government interaction.This paper took the H social work agency as the research object.With the social exchange theory as a guide,this thesis used participant observations and interviews to conduct the survey.The research found that the interaction between the social work agency and the government was a social exchange process.Driven by the guidance and intrinsic value of the policies and systems,both sides have realized the purpose of their respective actions through the exchange of resources.It had found that the exchanging process of social work agency and government presented several aspects,including demand cognition,resource attraction,object selection,action strategy and remuneration acquisition.The exchange process began with the understanding of each other's needs and the attraction of their own resources.This attraction was more manifested by the tremendous attraction of the government to the social work agency.The government owned most of the resources such as funds and material resources,all of which were necessary for the development of social work agency.Therefore,the social work agency won the support and favor of the government through a variety of operational strategies.Of course,the professionalism of the social work agency may also attract the government and cause a two-pronged interaction.In the exchange process,both of them received the "reward." Different with the economic exchange,the "reward" presented more as a social remuneration that reflected the principle of reciprocity.Reciprocal operation prompted the exchange process continuously,and formed a dynamic interactive process cycle.The government gradually increased the support for the social agency,at the same time,the social work agency also began to increase their strength by linking specialized resources internally and externally,and used the relationship strategies to build mutual trust mechanisms so as to balance their interaction.However,the plight of interaction may still occur,affecting the interaction.The government may exploit its power to intervene the affairs of social work agency.The social work agency may obey orders from the government,which showed the superior-subordinate relationship.The social work agency and the government also formed a kind of "collusion" relationship,to maximize their own interests;Different concepts and the fragility of the relationship also created the conflict between the two parties.In order to promote the interaction between the social work agency and the government,the thesis proposed that the government should improve policies and regulations,and give more professional space to social work agency.The social work agency should promote professionalism,take advantage of their potential to develop,and internalize professional value ethics and consciousness.By this way,the social work agency and the government may achieve sustained development.
