With the implementation of the construction of urban community,community self--organization became the community self-organization groups that governance can't be ignored.Because of hobby or other reason,residents gather together and form a small group.Group members will interaction in the group and form a self-governance rules.Finally,the community Self-organization is formed.However,many community self-organizations are difficult to form the self-governance rules.The lack of self-governance rules will make community self--organization lost the stable and orderly development.Because of that,the study uses an example that the process of community B in Beijing cultivation self-governance to discusses the methods of cultivation self-governance rules and discusses the role of social work in the cultivation.The study uses the method of qualitative research to research the cultivation's process of community resident's committee of community B in Beijing cultivation a community Self--organization which named “mother group” by the method of observation and interview.The study found that the cultivation of community Self-organization's self-governance rules not only cultivation self-governance rules,but also to enhance the cultivation effect by the professional social work method.Social workers can use the area development model to mobilize the Self--organization's members take part in the self-governance actively,improve the capacity of members and increase the internal interaction of Self-organization's members in order to make sure members receive constraint and abide by the self-governance rules and the self-governance rules of Self-organization's can be effective after the cultivation...
