The Intervention Mechanism And Problems Of Social Work Institutions Under The "1+X" Community Governance Mode

Since the reform and opening up,with the continuous development of civil society in china,the traditional mode of social management led by the government has been unable to adapt to the development of the society.The government has been unable to meet the needs of the diversity of the public.Even because of the excessive intervention of the government,the social development is relatively lagging behind the economic development.The government has gradually become tired in dealing with and solving social problems and social crises,and the public's ability to govern the government gradually is doubtful.Under this background,in order to better govern the society,the government proposes "innovative social governance system" from "social management" to "social governance".In the field of strengthening and innovating social governance,the nineteen major reports of the party put forward the establishment of a social governance pattern of joint contribution and sharing benefits.Shenyang also actively carried out the transformation of social governance mode,and put forward the "1+X" community governance mode.The development of social work in Shenyang has also been strongly supported by the government,and the number of institutions has gradually increased.The functions of social work institutions have been gradually recognized and valued.This research is based on the C mechanism from the perspective of using literature,interviews,participant observation and other methods,Based on the theory of public governance,an empirical study of social work agencies intervening in community governance is conducted.On the basis of the research on how the organization intervened in the community,the role of the community governance process,the relationship with other organizations and the results of the last,the author hopes to summarize the practical experience of the social work institutions involved in community governance.Based on the empirical research,this study concludes that the problems are mainly divided into two aspects.External environment: the environment for social work institutions to intervene in community governance needs to be improved,the ways of obtaining funds by the institutions are few,the ability to raise funds is insufficient,the effectiveness of the social work institutions involved in community governance is not enough,and the government management evaluation system has problems.Within the organization: the management mechanism of social work institutions needs to be improved,the service ability of social work institutions involved in community governance needs to be improved,and the practice localization of social work institutions is low.In view of these problems,the author tries to put forward some solutions through policy level and practice level.Policy level.System environment: gradually improve the construction of the legal system;synergistic mechanism: strengthen cooperation,improve the cooperative mechanism;regulatory mechanism: sound regulatory mechanism;guarantee system: establish rewards and punishment system,improve the guarantee system.Practice level.Management ability: Improve the organization's own management capabilities;professional service level: improve professional service level,improve its own service ability;public opinion propaganda: increasing publicity of public opinion,expanding social influence;professional service scope: grasp core service and gradually expand service model.
