Creating a social governance structure of "building a joint governance and sharing" is an important strategic deployment of the 19 th National Congress of the Communist Party of China and an important measure to promote the modernization of the national governance system and governance capacity.Among them,strengthening the construction of community governance system,promoting the focus of social governance to the grassroots level,and playing the role of social organization is a fundamental part.Community social organizations play an important and irreplaceable role in strengthening the construction of community governance systems.How to develop community social organizations becomes a theoretical problem that urgently needs to be answered and a practical problem that needs to be solved urgently.Collaborative governance,as an important component of governance theory,coincides with the requirements of strengthening the construction of community governance governance system in both connotation and extension: both focus on the diversity of participants in community governance and the coordination between subjects;Achieving a benign interaction between the various subjects.Therefore,the process of strengthening the construction of the community system is itself a process of collaborative governance.Collaborative governance is also an important theoretical basis for the development of community social organizations in the new era and to stimulate the vitality of social organizations.In addition to the introduction and conclusion,this article consists of four parts:The first part is related concepts and theoretical basis.Firstly,the three basic concepts of community governance,social organization and community social organization studied in this paper are theoretically defined.Secondly,the theory of collaborative governance is expounded.On the one hand,it expounds the connotation of the theory of collaborative governance,on the other hand,it expounds the framework construction of the theory of collaborative governance.The second part is the development of Chinese community social organizations.It mainly reviews the development history of Chinese community social organizations and summarizes the development trends of Chinese community social organizations.The third part is the analysis of the problems and causes of the current development of community social organizations in China.In this part,this paper conducted interviews with the staff of the community social organization of the Malan Sub-district Office in Shahekou District,Dalian.On the basis of combing the interview results,the paper summarizes the four main problems faced by the development of community social organizations and analyzes their causes.The fourth part is the countermeasures and suggestions for the development of community social organizations from the perspective of collaborative governance.It mainly discusses four aspects: clarifying the synergystatus of community social organizations,strengthening the construction of community social organizations,building a joint governance and sharing governance structure,and cultivating the backbone of community social organizations.Strengthening the construction of community governance system does not open community social organizations.Similarly,the realization of good development of community social organizations is the result of continuous improvement of community governance system.Therefore,the study of the development of community social organizations from the perspective of collaborative governance has positive significance for both community social organizations and community governance systems.
