Research On The Matching Of Industrial Structure And The Structure Of Subject Talents In Northeast China

The healthy and reasonable industrial structure can provide full employment for the talents,and the rational talent structure can also provide intellectual support for the promotion of industrial structure upgrading.The high quality development of the region needs to form a virtuous circle between the two.Many existing research results also point out the close linkage between the two.In recent years,the structural reform of the supply side in the Northeast has been outstanding,and the outflow of talent is becoming more and more serious,to some extent,due to the poor matching between the industrial structure of the northeast and the structure of talent.Based on the related concepts and theories of industrial structure and talent structure,this paper studies the matching between industrial structure and talent structure from 2008 to 2016,using grey relational analysis of panel data,from two perspectives of industry and industry.In order to determine whether the matching is reasonable or not,the paper calculates the national level value and compares it as a benchmark.The results show that the matching degree of industrial structure and national talent structure in Northeast China is 0.596.The matching degree between industrial structure and local talent structure in Northeast China is 0.625,while the match between national industrial structure and talent structure is 0.737.Obviously,the matching of the northeast region and the structure of talent,whether it is overall or subdivided,is lower than the general level of the country.This article holds that it is an irrational level.The results also show that the industrial structure in Northeast China has some advantages in absorbing local talents,but it does not have the advantage in attracting the inflow of talents in other areas.Subsequently,this paper subdivides the matching between industries and disciplines to measure one by one.According to the calculation results,the relatively well developed education,manufacturing and mining industry in Northeast China has an advantage in absorbing educational talents,engineering talents and other related talents,with a matching degree of 0.7,but the matching of the financial industry,the public service industry and the resident service industry with the talent structure is poor,and the matching is low down 0.5,and has obvious disadvantages when attracting talents.In addition,the matching of agriculture,forestry,husbandry and fishery,scientific research and technology service industry and talent structure is medium level,which still has a certain gap with the strategic positioning of the country to the northeast.The northeast region should aim at developing the base of advanced equipment manufacturing,the strategic base of the major technical equipment,the national new raw material base,the modern agricultural production base and the important technical innovation and research base as the target,and make up the weakness in the current industrial structure and the talent structure.Accordingly,this paper puts forward some suggestions on adjusting regional industrial structure,promoting the upgrading of industrial structure,strengthening the development of the weak links in the industrial structure,attaching importance to the role of talent resources in the upgrading of industrial structure and strengthening the policy of introducing talent.
