The Research On Pension Problem And Countermeasures Of Only Child-Lost Family In The City Area Of Taian

Since the 1980 s,full-scale implementation of family planning policy,which had a significant effect.Firstly our country has been controlled the rapid population growth and born less three hundred million,and the fertility level is comparable to that of developed countries,which provides a favorable human resource support for the long-term economic development.Secondly,It effectively alleviated the population's pressure on resources and environment and improved the people's survival and development.With the remarkable achievements of social and economic development,the family structure has become the core family of only one child.When many only child have passed away,they have left a number of more than one million people,known as the " only child lost family " group.Under the background of aged trend of rapid population in China,how to cover the shortage of policy,how to assist those families through improving comprehensive policy.It is becoming a social problem needed to be addressed,for reaching their goldenThis thesis are based on research of the Taian loss of single child families.Maslow's hierarchy of needs theory and Social support theory,Market failure theory,making up theoretical foundations.According to questionnaire survey to collect data,summarize the problem in the social assistance and find the reason,and put forward a plan which will do good to achieve social fairness and guarantee citizens basic life.The study found that the social assistance of the only child lost family has the following problems: such as lack of assistance policy,low level of assistance,insufficient mental assistance and pension issues.The reasons for these problems are mainly institutional guarantee,lack of legal norms;limited geographical economy and single financing channels;lack of social care and insufficient participation of social forces;the pension system is not sound and the pension resources are scarce.Aiming at the above problems,the paper puts forward strengthening of government responsibility and perfecting the legal policy.Multi-channel financing of the rescue fund;Multiple subjects participate in spiritual rescue;We will establish and improve the old-age pension model and improve the quality of old-age care services,so as to improve the social assistance of the family.
