Research On The Positive Influence,Challenges And Countermeasures Of "Universal Two-child" Policy

The "universal two-child" policy has been implemented for more than two years,and its impact on various regions and industries is increasingly obvious.Taking Liaocheng as an example,before the implementation of the policy,Liaocheng is faced with the dilemma of severe aging situation,imbalance of birth gender ratio and low birth rate.Along with the implementation of the “universal two-child” policy,the policy can bring the positive influence of many aspects of Liaocheng city: at the social level,it helps with the increasingly expanding population size;at the economic level,it stimulates the development of the domestic market,and brings the spring of the real estate market,and promotes the quiet rise of the e-commerce on mother and baby market;at the cultural level,the young generations' affection for elders is conveyed,the sibling affection between the compatriots is enhanced,and the affection between husband and wife is also developed.However the author use the method of the questionnaires and statistical analysis of data to find that the " universal two-child " policy will be faced the challenge of limited impact on fertility,female employment discrimination and imperfect education and medical service.In order to give full play to the effect of the policy and achieve the purpose of the policy,this paper takes the demographic transition theory,the theory of population economics,the theory of the micro-economics of population,the population theory of the sociological school as foundation and creatively puts forward the following countermeasures and suggestions to implement the " universal two-child " policy on the basis of reflecting from the survey questions: by paying attention to the difference between urban and rural welfare system,whole-process service for the elderly pregnant women during pregnancy and the best nurturing environment for children,the system of encourage women of childbearing age birth can be modified;through formulating specific laws and proportionately arranging the employment system for women at the national level,setting up an online complaint platform and a black and red list system at the departmental level,the social responsibility of childbearing cost and the self-establishment of organizational alliance at the societal level,equal employment for women can be promoted;through the Internet,maternal and child medical services can be improved and educational resources can be shared.
