Independent Colleges, a new form in the popularization of higher educational reform, are increasingly demonstrating the importance of "teaching quality" over the past decades, especially after issuing the26th Minister Bill. Teaching quality plays a life-and-death role for an independent college which receives Higher Education Teaching Evaluation to be qualified, So independent colleges must strengthen the teaching quality supervision and control, construct an effective and quick teaching quality supervision and control system.However, the current teaching quality supervision and control system in independent colleges, open or close in model, neglects the stealthy permeation of IT, which is changing the conventional teaching ways and approaches in higher education with the efficient, sharing, synchronic and interactive characteristics. Thus, it is feasible as well as realistic to insert IT into the teaching quality supervision and control system in independent colleges.This paper first examines the influencing factors of teaching quality, ascertains what the system will contain, then analyzes in theory and in practice the current situation of the present system and constructs a new system under IT circumstance.Then, the paper, with IT as support, and quality management theory as basis, constructs the internal teaching quality supervision and control system in the aspects of organizational guarantee, target requirement, policy issue, operation process, information collection, evaluation and feedback, and the external supervision and control system in the aspects of government, educational executive administration, maternal institutions and social communities.Finally, this paper explores the application of IT in independent colleges, in which teaching administration system, learning evaluation system, and feedback system by WEB have been widely employed, and they provide a quick and efficient platform for teaching quality supervision and make information feedback more instant and reasonable. Besides, other communicative platform, like BBS, blog, mini-blog, QQ, mini-email, flying email, not only connect college with families and students, but also help parents and others learn more about the teaching quality and the level of talent training in independent colleges. And e-files not only record a teacher’s progress, but also offer a good ground for judging students’ achievements.
