Research On The Effect Of Sports Industry Policy Implementation In Jiangsu Province

In the course of the development of the sports industry,relevant government departments have formulated a number of sports industry policies to interfere with the development of the sports industry.Therefore,in the implementation of the sports industry policy,the implementation effect of the sports industry policy is very important.It is more meaningful for the sports industry policy to play an effective role in the sports industry.The research on the implementation effect of sports industry policy has been highly valued by relevant scholars.Research on the effect of the implementation of sports industry policies can improve the effectiveness of policy implementation and promote the development of the sports industry more effectively,providing reference for the optimization and revision of policies.The paper focused on the implementation status of sports industry policies in Jiangsu Province.Through literature and logical analysis and other research methods,the paper collated and analyzed domestic and foreign documents,summarizing the authoritative scientific research achievements of sports industry policies,policy implementation,and implementation effects to provide theoretical support.The process of the development of the sports industry policy in Jiangsu Province was combed and the role played by the sports industry under different historical conditions was analyzed.Based on the sports industry policy practice in Jiangsu Province,according to Michelin's goalless evaluation theory,this paper designed the questionnaire surveys and interviews targeting academics,industry,and politics to evaluate the effects of the implementation of the sports industry policy in Jiangsu Province.Through the evaluation of the implementation effect of Jiangsu's sports industry policy,the factors influencing the implementation effect of the sports industry policy in Jiangsu Province were analyzed,and improvement countermeasures were put forward.The results of the study show that there is a significant relationship between the strengths and weaknesses of the implementation of sports industry policies in Jiangsu Province and the formulation of policy content,the size of the authority of scientific and policy enforcement agencies,the speed of local economic development and the soundness of the legal environment.The specific performance is: the policy implementation has a good overall effect on sports services industries of different formats,and has a general effect on some sports industries,such as a good effect on the sports events industry,sports stadiums,and a general effect on sports fitness and leisure industries and sports tourism industry.In general,the implementation of policy measures is different,and the implementation of fiscal subsidy policies is obvious.However,the implementation of the tax and fee reduction policies and the preferential policies and measures are not obvious.The sports industry policies with higher authority,more policy content,higher enforcement of policy enforcement agencies and higher emphasis on government departments often have better policy implementation effects.On the contrary,they have poor results.In addition,through the familiarity of the sports industry operators with sports industry policies,they indirectly evaluate the implementation effects of the sports industry policies and understand the government departments have not adequately promoted policies.The main factors influencing the sports industry policy in Jiangsu Province that cannot play an effective role in individual fields and regions are the policy content,the main body of policy implementation,policy objects and policy environment.The main problems are: the policy content is too macroscopically,the policy objectives are not clear;policy content does not match,policies lack fairness,the sports industry policy environment needs to be improved,the implementation of the policy enforcement body is insufficient and sports industry policy objects have lower recognition of policies.Therefore,the following suggestions are made: improve policy content,clarify policy objectives;optimize the policy implementation environment;increase the execution power of policy executives;and increase the degree of attention of policy-execution targets for policies.
