With the promulgation and implementation of the policy of expanding enrollment in Colleges and universities,the number of colleges and universities enrolled has shown an increasing trend.With the increase of enrollment,the pressure of employment is increasing,the employment situation is becoming more and more severe.The contradiction between the total number of college graduates and the market demand is constantly sharpening.The employment of college students has become an important problem that the state and government need to solve.Facing the current employment situation,the state and government vigorously support college students to start their businesses,and promote employment by entrepreneurship,and have issued a series of policies to support college students to start their businesses.Through combing and summarizing the existing results,it is found that the policy system of entrepreneurship support for college students is not perfect in China.In recent years,the research on college student entrepreneurship policies has mostly focused on policy content,and there are few studies on the evaluation of the implementation effect of college student entrepreneurship support policies.The evaluation of the implementation effect of the entrepreneurial support policy can directly and effectively understand the problems in the implementation of the policy,and modify and improve the policy.Therefore,it is necessary to evaluate the implementation effect of entrepreneurship support policies for college students.This article attempts to start from the perspective of effect evaluation,summarize and summarize the existing college student entrepreneurship support policy documents,and analyze the relevant indicators of the implementation effect of college student entrepreneurship support policies with the help of semi-structured interviews and grounded theory methods,to analyze the relevant indicators of the implementation effects of college student entrepreneurship support policies,and construct the evaluation index system of the implementation effect of college students’ entrepreneurship support policy.The effect evaluation index system uses a combination of qualitative and quantitative methods to test and analyze the evaluation index system of the implementation effect of the college student entrepreneurship support policy,and understand the implementation of the college student entrepreneurship support policy in Hebei Province.The research results show that:(1)The evaluation index system for the implementation effect of the supporting policies for undergraduates’ entrepreneurship is divided into three dimensions: policy benefit,policy efficiency and policy response.Under the three dimensions,there are six secondary indicators,which are economic benefit,social benefit,economic efficiency,government policy,government service and maker space service.The six second-level indicators are further divided into 17 third-level indicators,namely,the number of college students’ entrepreneurial enterprises,the number of students participating in innovation and entrepreneurship practice,and the impact on stimulating entrepreneurial intention.(2)AHP is used to determine the weight of all levels of indicators.When analyzing the composite weights of the evaluation index system for the implementation effect of the support policy for college students’ entrepreneurship,it is found that the weight of "policy benefit" of the first-level indicators accounts for the largest proportion,the weight of "economic efficiency" and "economic benefit" of the second-level indicators accounts for a relatively large proportion,and the weight of "actual occupancy rate of entrepreneurship base","attitude degree of government departments" and "the number of college students’ entrepreneurial enterprises" of the third-level indicators account for a relatively large proportion.(3)Through the questionnaire on the implementation effect of the support policy for college students’ entrepreneurship,this paper investigates the implementation situation of college students’ entrepreneurship support policy in Hebei Province,and finds that the implementation effect of the support policy for college students’ entrepreneurship in Hebei Province is general,and the total score for the implementation effect of the support policy for college students’ entrepreneurship in Hebei Province is 3.01.There are problems such as low actual occupancy rate of crowd-creation space,low level of college students’ understanding of entrepreneurial support policies,inadequate publicity of entrepreneurial support policies by government departments,and inadequate service of government staff.According to the research results,this paper puts forward targeted countermeasures and suggestions from strengthening the propaganda of college student entrepreneurship support policies and improving the evaluation system of college student entrepreneurship support policies,so as to promote the continuous improvement and development of college student entrepreneurship support policies in Hebei Province,and play a greater role in serving the entrepreneurs of college students.
