Social Mobilization In The Process Of Targeted Poverty Alleviation:Organizational Form,Institutional Basis,and Intrinsic Logic

Today,China is on the road to trying to eradicate poverty forever.It hopes to achieve the goal of building a well-off society in an all-round way.The method it uses is targeted poverty alleviation.In November 2013,when Xi Jinping first came up with the concept of “targeted poverty alleviation” when he visited Xiangxi in Hunan Province,targeted poverty alleviation took a top-level design approach to penetrate into every aspect of Chinese society and rose to the height of politics.This is a comprehensive campaign to mobilize society and transform society in a way that helps the poor.This article understands targeted poverty alleviation from the perspective of social mobilization and is divided into the following three sections for discussion.The form of social mobilization.In the process of social mobilization,organizational forms and network of relationships have an irreplaceable role.It is the Resident Village Team that plays an organizational role in the social mobilization of targeted poverty alleviation.In this section,we analyzed the components of the resident task force and the specific responsibilities it performed.Not only that,as the resident task force draws staff from different parts of the government,a temporary organization is formed to complete the tasks outlined above.Such an organizational form is very common in China's practical applications and revolves around the formation of a unique form of mobilized governance in China.Therefore,we focused on the origin of this organizational form and tried to establish contact with the early CCP communicators.By combining historical data analysis,we have come to the conclusion that the first attempt by the Chinese Communist Party to deploy personnel from various departments of the government in the democratic reform movement to set up the form of committees or working groups to complete the mobilization task is and the responsibilities undertaken in the process are presented in an institutionalized form.The institutional basis for social mobilization.In the process of governing the society,the Chinese Communist Party not only has regular institutional construction but also unconventional social mobilization,and the two are often intertwined and affect each other.In the form of mobilized governance,the Chinese Communist Party creatively combines these two seemingly opposing elements in the form of a committee or working group.Drawing from the different departments of the government,the staff working group has a nature independent of the original government system when dealing with its own administrative affairs.It is no longer subject to the rigid nature inherent in the bureaucratic system."Institutionalization outside the system form",so in the social mobilization has shown a strong efficiency characteristics.Not only that,through a political influence,it directly translates the entire administrative system into the institutional foundation needed for its own social mobilization.In targeted poverty alleviation,we will not only find that the village task force is responsible for dealing with all daily matters related to poverty alleviation,but also provide a strong link between the poverty-stricken households and the government departments through the cadre assistance and accountability system,thus providing a strong foundation for poverty alleviation.The inner logic of social mobilization.We use the analytical framework of the mobilization of the concept of “poverty” to concretely present the internal logic of accurate social mobilization for poverty alleviation.First of all,we have a conceptual analysis of the meaning of "poverty." This article deeply discusses the meaning of poverty from the three dimensions of poor personal attributes;poor structural attributes;and poor power attributes.Then,a detailed analysis of the process of accurate social mobilization for poverty reduction.The first step is to mobilize the target setting;the second step is to mobilize the mission;the third step is to establish the legality of mobilization;the fourth step is to implement the mobilization policy;and the fifth step is to reach the mobilization goal.Finally,the meaning and role of the concept of "poverty" in social mobilization are elaborated from a theoretical point of view.
