Fairness and efficiency are the important yardsticks for measuring the level of social and educational development.They are also the topics of constant concern for all walks of life.Post-graduate funding is an important manifestation of the country’s poverty alleviation and social equity.Postgraduate education is an important part of the country in cultivating quality resources and high-level talents.The creation of national scientific research results,the generation of high-level social services,and the improvement of the quality of social capital are all inseparable from graduate education.Especially since the reform and opening up,with the continuous increase in the demand for graduate education,the scale of graduate education in China is also expanding.The increasing demand for education puts forward a higher standard for the ability of graduate students to cultivate and the merits of input mechanisms.In order to further improve the quality of postgraduate training,the State Ministry of Finance,the National Development and Reform Commission,the Ministry of Education and other ministries and commissions have successively issued a series of policies,especially in terms of the financial appropriation system and the funding policy system.In 2014,the State announced the implementation of a comprehensive fee collection system for graduate students.The proposed system has brought certain challenges to graduate students,universities and the government.How to establish a sound student funding policy and protect the rights of students with financial difficulties in the family is an urgent need to build a strong nation with talents,and it is also an important manifestation of the country’s indirect compensation for the implementation of a comprehensive fee collection system for graduate students.In view of the implementation of the current graduate student funding policy,this study selected five universities in H city as the representative to analyze the implementation effect of the current university graduate student funding policy.The survey found that the mechanism of “prizes and aids” in H universities is not standardized,and the funding is fair and inefficient;the funds for grants are insufficient,and the funding is not timely,the funding efficiency is low;the social participation islow,and the funding channels are single;the scholarships are not evenly distributed among disciplines.There is a large regional gap in the state’s financial allocations;ignoring student development funding,the funding results are poor.There is no guarantee of funding efficiency in terms of the use of grants,the timeliness of granting scholarships,the degree of perfection of financial support systems,and the accuracy of funding orientations;the evaluation process of scholarships,the supervision and management of funded work,and the qualifications and funding of scholarship participants There is no guarantee of fairness at the level of results.There is a clear gap between scholarships and grants for scholarships.These problems have affected the effectiveness of current graduate student funding policies in H city universities.Based on the above issues,it proposes ways to perfect the disadvantaged compensation policies for postgraduate students in universities,guarantees the funding targets,the management of funding allocation and the effectiveness of funding standards,and constructs a “resource balancer” for postgraduate funding policies to ensure the scientific research of postgraduate funding.Manage and fund the adequacy of resources;establish a “rule of law monitor” for post-graduate funding policies,ensure the timely use of funds for funding and the timely availability of funds,minimize the occurrence of non-compliance operations in the process of post-graduate funding,and establish a post-graduate funding policy.The "benefit balancer" eliminates across-the-board phenomenon and guarantees the accuracy of post-graduate funding and the accuracy of the definition of funding standards.Finally,it establishes a "talent development device" funded by postgraduates,highlights the functions of educating people and practical functions,improves the quality of postgraduate training,and promotes graduate students.The increase in my total human capital.
