Luoyang ZYS Company is demutualization restructured from a state levelscientific research institute, belongs to typical high-tech enterprises, relies onknowledge workers and is characterized by innovation driving; the traditionalperformance management methods have been unable to meet the development ofenterprises. The Balanced Scorecard as the advanced performance management tools,constructs the overall performance indicators system of enterprises from the four levelsof financial, customer, internal business process, learning and growth. And throughorganize collaboration, can achieve consistency of all departments and all staff and thestrategy of the enterprise. The BSC can solve the performance management problem ofhigh tech enterprises such as the ZYS well.The first part of the thesis, summarizes the domestic and international research onthe balanced scorecard, and reviews the relevant theories of performance management.The second part of the thesis, taking Luoyang ZYS company as an example, uses thequestionnaire survey method to obtain the relevant data, studies on the present situationof corporate performance management, finds that the company has not enoughawareness of performance management, performance appraisal indicators disconnectwith the strategic target, index system is not perfect, evaluation results processingunscientific etc. The third part of the thesis, according to the theory of BalancedScorecard, constructs the overall level performance index system of four levels, andthen decomposes into performance indicators of departments and staff level, sets upThree-Four level index system of enterprises. The paper determines the weight of eachindex by the AHP and expert scoring method. Combined with the four stage model of the implementation of performance management, discusses how to apply this newperformance management system in the company. The last part of the paper, in the lightof the system application, put forward some security strategies, and summarize theresearch results, prospect the problems need to solve during the application of BSCsystem..
