Study On Local Government's Industry Oriented During The Period Of Economic-transformation

Study on the world economic's development-history and economic theory suggests that,the economy's sustained and development of any country or region,can not leave without the industry's upgrade and optimization(industrial transformation and upgrading),because the industry is the economic's backbone,the industrial structure marks the economic quality.Industry-upgrade's result depends on many factors,the industrial orientation is very important,the key point is to focus the right leading industries as industry oriented.As the leading industry reflects the industrial development direction and the tendency in different stages,do scientific and reasonable industry orient,guide and support the leading industry,to use the advantage of resources,environment,location,is very important for the economic sustained and growth.At present,is an important period of economic transformation and upgrading in our country,taking into account of our vast territory, the development stage and level,basic conditions,resource type and quantity are different between city and city.The industrial transformation and upgrading's demand are also different, there are upgrade from low to high (the agriculture to the service-industry),but also upgrade from junior to senior.Such as Hangzhou City,Xihu District,although its industrial structure is good,but the development inside the service-industry still has many problems.Mainly because the irrational sub-industrial structure,weakly leading industry,the unhighlight local advantage.So the focus of upgrading the transformation of Xihu District,is upgrade the transformation from traditional service industry to modern service industry.This paper will research and analysis the existing domestic and foreign theories of industrial development,government intervention in the economy and government industry oriented,combinat international and domestic industry leading cases and experience,to explore the regional industry's development trend and rules,put forward some principles,methods of government guidance and support.Study the government's role in the industry guidance and support.According to the Neo liberal economic theory to some of the government's "Inaction",give the opinion that the government should change ideas,actively carry out industrial orientation.And study in the industrial development of Hangzhou city of Xihu District,build an industry oriented model for the regional characteristics,and puts forward a series of proposals industry support,to lead the sustainable development of regional economy.
