Enterprise's performance appraisal is an important part of the human resources management and its science and efficacy is directly related to the employees'work motivation and the sustainable development of enterprises. So building performance appraisal system is a major problem and challenge for managers. Yinxin company in Gaoxin Zone of Xiangtan is a new force in the industry. Its performance appraisal system now can't meet the company's long-term strategic goals to achieve for it's founded shortly. So it's necessary to construct a complete systematic performance appraisal system.The paper mainly studies the performance appraisal system of Yinxin small loan company in Gaoxin Zone of Xiangtan, it finds the system's problems through the satisfaction survey of company's performance appraisal system:lack of strategic performance appraisal guide, the balance between performance appraisal system and humane care, improper use of performance appraisal results. Then the paper designs the performance appraisal system of the company accordingly. It includes the design ideas and rules, the design of department performance evaluation scheme and the design of employee performance evaluation scheme. Finally, it gives the corresponding research conclusion:performance appraisal is of great significance to the sustainable development of Yinxin small loan company, the innovation of balanced scorecards can be effectively used in the company's appraisal system, the implementation of performance appraisal requires a strong support system to ensure its effectiveness and operability.The paper focus on the actual situation of the company when it designs the performance appraisal system. It pays attention to linking theory with practice and focus on the science and efficacy of every aspect of performance management. The study solves the practical problems, thus ensuring that the new system better suited to the company's operations. This provides the certain reference value for the performance management system design of small loan companies.
