The Research Of County Agricultural Production Efficiency In Jilin Province Based On DEA

Speeding up the socialist new rural was proposed in the 12 th five-year plan, so vigorously develop the modern agriculture become a key work in the construction of socialist new rural, and the enhance of the agriculture efficiency was the top priority in agricultural production. How to improve the efficiency of agricultural production in China has become the primary task of promoting the development of modern articulate, which is also a basic guarantee to build a new socialist countryside. Due to significant regional differences, the input and output efficiency of county in Jilin province has also differences. Therefore, the correct evaluation of the agricultural production efficiency in different parts at the present situation has important reference value for improving the efficiency of the agricultural production in Jilin province and the related agricultural policy.This paper describes the current research status at home and abroad, uses the analytic hierarchy process(AHP) and data envelopment analysis(DEA) of Jilin Agricultural productivity empirical research; Firstly, to improve the precision of the efficiency of the evaluation results, this paper considered the existing similar studies,selected planting area, rural electricity, pesticide application, agricultural plastic film usage, the effective irrigation area, the use of chemical fertilizers, the total power of agricultural machinery, rural labors as input, and using AHP to evaluate the relative importance of the eight input index, we can get the weight sorting, elect five input indexes according to the weight that are planting area, the total power of agricultural machinery, rural labors, the use of chemical fertilizers and the effective irrigation area.These are the output index for evaluate the efficiency of agricultural production.Then, using the Malmquist method of DEA analyze the data of 2007, 2010, 2013 years of 40 counties of Jilin province. And obtain the index changes of scale efficiency, technical efficiency and total factor productivity of agricultural production of the counties of Jilin. In order to study the efficiency of agricultural production of Jilin variously, we did horizontal analysis which aimed at comprehensive efficiency,pure technical efficiency and scale efficiency of the counties of Jilin in 2013. It is concluded that only Fu song, Chinghai Korean autonomous county, Lijiang city, the former Goo Er Ross Mongolian autonomous county achieved DEA effective, and there are multiple areas DEA non-effective, and the factors of production inputredundancy. In addition, this research analyzed the returns to scale increasing or decreasing of counties of Jilin and listed the input redundancy rate which has practical significance to adjust the investment of the counties.In order to provide targeted reference proposal for different counties' agricultural production in Jilin, this paper did system clustering method of agricultural output efficiency of 40 county-level cities in Jilin to classify compare. The results can be concluded that the geographical position and economic development is the important factors influencing the efficiency of agricultural production.Finally, in combination with the practical situation of Jilin province, according to current situation of the county agricultural development of Jilin province, this paper put forward some feasible and workable policy suggestions according to the result of analysis and conclusions.
